About The Position

The Management Analyst II reports directly to the Management Analyst III and is responsible for ensuring that the day-to-day management and budget needs of assigned units within the Area are met. Assist the Area Spending Managers to achieve their business needs in consideration of available resources. Analyze the reasonableness of costs, availability of funds, and compliance with Regulatory standards. Utilizing different reporting systems (MHIS, MOSAIC, CIW, HRCMS, MRS and OSD) to disseminate information in the form of financial or narrative reports, manuals, charts, graphs, tables, etc. Identify problems and make recommendations to resolve the issue. This position provides general management and business support to Area Spending Managers in running the daily operations of their programs. Duties and Responsibilities (these are a general summary and not all inclusive) Review and approve non-pos spending, utilizing the Spending Plan, MOSAIC, MRS and other pertinent reports to ensure that encumbrance accounting information is accurate and has sufficient funding. Assist Spending Managers in locating needed items. Submit Request Forms to Contracts and FARM division as required. Primarily supports the Corrigan Mental Health Center, Learning & Development Office, and Site Offices in Fall River, Plymouth and New Bedford. Monitor spending to reduce/eliminate reversions and prior year deficiencies. Meet regularly with Area Spending Managers to review spending and identify and address issues/concerns. Assist Spending Managers in identifying state-approved vendors. Provide technical assistance to Area Managers as needed for the purchase of business-related commodities and services. Monitor the spending in the Area training allocation, maintain the Training Tracker with the Learning and Development staff, send POR’s to the Area Buyer to set encumbrances for onsite trainings. Ensure that correct and timely information is provided to Management & Budget Contract and Procurement Services staff when procuring goods and services for the Southeast Area. Participates in planning for the procurement, funding, and management of assigned projects. Provides on-going updates and reports to senior managers within the Area. Communicates monthly, quarterly and annual financial analysis and status reports to Area managers as needed. Provides backup for cash management in the Southeast Area Site. Other duties as assigned.

Requirements

  • Proven ability to use a computer to conduct research, manage databases and produce written documents.
  • Ability to determine the applicability of data, exercise sound judgement and draw logical conclusions.

  • Ability to communicate effectively both verbally and in writing.

  • Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management or (B) any equivalent combination of the required experience and the substitutions below.
