About The Position

CGI Federal is seeking a Management Analyst 1 to provide support to the Civil Division of the Department of Justice in Washington, DC. This role involves receiving and processing contract requests for expert witnesses, litigative consultants, and alternative dispute resolutions. The analyst will be responsible for verifying the accuracy and completeness of requests, completing funding requests and the JPQ/JIQ process in the UFMS management system, and entering data into the access database (Protrac). Key tasks also include preparing various contract documents, collaborating with the Contracting Officer to process funded actions for award, and distributing contract awards. The position requires conducting quality assurance reviews, preparing reports, and ensuring all financial transactions are accurately documented and reported, including prompt invoice submission.

Requirements

  • Ability to successfully obtain a DOJ Public Trust.
  • High School Diploma.
  • Ability to pass the CGI Federal background investigation.
  • Proficiency in data entry and experience with WORD, ADOBE, and EXCEL.
  • Strong written and interpersonal communication skills.
  • Excellent knowledge of basic fact-gathering, problem-solving abilities, and the capacity to make viable recommendations for problem resolution.
  • Ability to work independently and collaboratively as part of a team.
  • Attention to detail to ensure accurate documentation and reporting of financial transactions in accordance with standard accounting practices.

Responsibilities

  • Receive and process contract requests for expert witnesses, litigative consultants, and alternative dispute resolutions from litigative program offices.
  • Verify the accuracy and completeness of requests, including vendor information (SAM), case details, and funding information.
  • Complete funding requests and the JPQ/JIQ process in the UFMS management system, and enter data into the access database (Protrac).
  • Prepare contract documents, including the Statement of Work (SOW), Schedule Rate and Cost (SRC), Memo for Record, Justification for Other Than Full and Open Competition (JOFOC), and any other required documents.
  • Collaborate with the Contracting Officer to process funded actions in UFMS for award.
  • Distribute contract awards to vendors and program offices.
  • Conduct quality assurance reviews of requests as needed and prepare various reports on relevant subjects.
  • Demonstrate excellent fact-gathering skills, problem-solving abilities, and the capacity to make viable recommendations for problem resolution.
  • Exhibit strong written and interpersonal communication skills, with the ability to work independently and as part of a team.
  • Perform data entry and demonstrate proficiency in WORD, ADOBE, and EXCEL.
  • Ensure all financial transactions are accurately documented and reported in accordance with standard accounting practices. Submit invoices promptly, including detailed information such as itemized charges, payment terms, and relevant supporting documentation, to ensure timely processing and compliance.
