About The Position

Utilize your maintenance, repair, and asset management expertise in a water system (potable and reclaimed) environment. Pinellas County Utilities has your next career move!! Oversees all aspects of maintenance, repair, and asset management for Pinellas County Utilities water systems (potable and reclaimed). Performs responsible management, supervisory, technical, and administrative work; manages the maintenance, repair, and construction of water transmission mains and systems, plus related structures and appurtenances; plans, organizes, directs, and coordinates supervisory, skilled, and semi-skilled employee activities involved in heavy line maintenance, installing of new service lines, maintenance, and repair of potable and reclaimed water lines, and operating equipment; handles section budget preparation, administration, technical services, maintenance activities, oversight assessments, project cost estimating, work scheduling, evaluation of maintenance, and repair activities before, during, and after activities are completed.

Requirements

  • Advanced experience in the design, construction, or maintenance of utilities or public works projects that includes two (2) years of supervisory experience.
  • Possession and maintenance of a valid Level 1 Water Distribution System Operator License in accordance with Florida Administrative Code, Chapter 62-602, Drinking Water and Domestic Wastewater Treatment Plant Operators.
  • Civil Engineer or a related field.
  • 5+ years' experience and Licensure as described above.
  • Associate's degree, 3+ years' experience and Licensure as described above.
  • Bachelor's degree, 1+ years' experience and Licensure as described above.
  • Master's or higher-level degree, and some experience and Licensure as described above.
  • An equivalent combination of training and experience.
  • Valid Florida Driver's License.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Nice To Haves

  • Bachelor's degree or college level coursework in civil engineering or a related field.
  • Previous experience specific to maintenance of backflow devices and/or meters.

Responsibilities

  • Prepare project cost estimates and long-range goals for system replacements and upgrades.
  • Assign, supervise, coordinate, direct, review, and assesses the work of supervisory, skilled, and semi-skilled employees for the County/municipality utilities regarding maintenance, service, and repair of potable and reclaimed water lines, and related appurtenances and equipment (ex: backflows and meters).
  • Direct a major program of preventive maintenance to potable and reclaimed water systems.
  • Direct a program for new services which includes responsibilities for budget preparation and administration, project cost estimating, inventory control, purchasing, warehouse operations, and operational planning.
  • Prepare and administers operational and personnel budget for the section.
  • Order or requisition materials and equipment to facilitate repairs.
  • Determine and order or requisition necessary equipment and materials for job work sites.
  • Write performance evaluations, handle employee complaints and grievances, and recommend the hiring, termination, and promotion of staff.
  • Provide effective emergency 24/7 perpetual call out schedule, and safety program for the section.
  • Receive and responds to inquiries and complaints from the public, contractors, and engineers related to taking appropriate action as necessary to ensure safe and effective operations.
  • Perform other related job duties as assigned.
