About The Position

Under general direction, this position implements, monitors, and evaluates maintenance services performed by contractors to ensure compliance with contractual requirements, regulatory standards, and OCTA policies. The role supports contractor-operated transit services through inspections, audits, documentation review, and coordination with internal teams and external partners. This is a non-exempt, safety-sensitive position in salary grade 200: Min – $44.81| Mid – $53.53| Max – $62.24/hour. The starting salary will be within the established range based on qualifications. This posting will remain open until filled.

Requirements

  • Bachelor’s degree or equivalent combination of education and experience
  • Minimum of three years of professional experience in public transit operations, program management, or contract administration
  • Strong analytical, organizational, and problem-solving skills
  • Excellent written and verbal communication skills
  • Ability to collaborate effectively across departments and with external contractors
  • This position is safety sensitive and subject to DOT/FTA drug and alcohol testing requirements
  • Valid California Class C Driver License required
  • Ability to obtain a California Commercial Driver License (Class A or B with Passenger and Air Brake Endorsements) within six months of hire
  • Willingness to work variable schedules, including early mornings, nights, weekends, or holidays as operational needs require
  • Ability to work in and around hazardous conditions, including noise, extreme temperatures, and active maintenance environments

Nice To Haves

  • Experience performing quality assurance reviews of maintenance records, inspections, and compliance documentation (highly desirable)
  • Familiarity with maintenance or asset management systems (e.g., Fleet Watch, Enterprise Asset Management systems) preferred

Responsibilities

  • Monitor competitively awarded maintenance contracts for contractor-operated transit services
  • Participate in vehicle maintenance inspections focused on safety, quality assurance, regulatory compliance, cleanliness, and aesthetics
  • Review, audit, and validate maintenance records and documentation for accuracy and compliance
  • Monitor daily operations at assigned contractor base locations to ensure facility readiness and adherence to requirements
  • Track contractor performance indicators and assist with analysis to identify trends, risks, or compliance issues
  • Assist with acceptance of new vehicles, including coordination of documentation, warranties, and specifications
  • Support activities related to vehicle retirement, donation, and warranty recovery
  • Maintain inventories of vehicles and equipment through physical audits; drive vehicles between locations as needed
  • Travel to OCTA facilities, contractor bases, training sites, and external venues to conduct inspections, oversight, and meetings
  • Assist with development of annual goals, objectives, policies, and procedures
