About The Position

This position manages small- to medium-scale construction and capital maintenance projects from planning through closeout. Key responsibilities include developing project scopes and budgets, reviewing plans and specifications, overseeing contractors and vendors, and ensuring quality, safety, and compliance through regular site inspections. The role handles project financials, supports capital budget planning, prepares reports to guide decision-making, and maintains communication with stakeholders and leadership. Duties also include responding to emergency maintenance needs, with 24-hour on-call availability as required. Proficiency in Microsoft Office Suite, CMMS, and project management software is essential

Requirements

  • High school diploma/GED and sixteen (16) years of experience in maintenance and/or general building construction, which includes three (3) years in a managerial role; or one (1) year of experience at the lower level Sr Mgr, Facilities Maint/Const (FEM032) or position equivalent.
  • Must have experience working with Microsoft Office Suites, CMMS and Project Management Software.
  • Must have knowledge or experience with various construction delivery methods and working knowledge of Maint/construction best practices and accounting principles.

Responsibilities

  • Lead the planning for assigned Maint/Construction projects, including the development, verification, and validation of project scopes, requirements, and budgets.
  • Must have knowledge or experience with various construction delivery methods and working knowledge of Maint/construction best practices and accounting principles.
  • Review and approve construction plans and specifications for the department.
  • Participate in the Capital Budget process to secure project funding.
  • Establish long- and short-term objectives and priorities for design, construction, engineering, and maintenance repair projects.
  • Manage all aspects of assigned construction and capital maintenance projects (small to medium scale, statewide), focusing on budget adherence, scheduling, and overall execution.
  • Administer construction contracts, managing compliance and relationships with contractors, vendors and other state agencies.
  • Oversee and direct contractors and vendors in developing project plans, schedules, and budget evaluations.
  • Perform regular site inspections of facilities and maintenance systems to ensure quality and compliance with contract specifications.
  • Manage all project financial documentation and processing, including handling contractors and vendors invoicing.
  • Manage project closeout processes, including final invoicing, project warranty administration, and collaboration with relevant state agencies.
  • Ensure effective and timely communication with all end-users and key stakeholders.
  • Track and report project progress with regular updates to supervisors and leadership.
  • Must have experience working with Microsoft Office Suites, CMMS and Project Management Software.
  • Responsible for developing complex assessments and reports using the latest industry tools and software to support decision making, track project performance and ensure accountability.
  • May require 24-hours emergency on call availability.
