About The Position

The Licensing Agent is responsible for obtaining, processing, and verifying all necessary information and documentation relating to the licensure of all applicants and licensees in order to determine their suitability to hold and maintain a license in accordance with all Federal, State, and Tribal ordinances, regulations, and internal controls. Skills and Abilities To perform this job, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required: Learn and understand the regulatory functions of the STGC and the purpose of regulating. Ability to understand, follow, and explain regulations and policies pertaining to licensing. Effective written and verbal communication skills. Self-motivated and capable of sound judgment. Willing to learn all aspects of gaming activity. Ability to attend offsite trainings, seminars, and conferences. Ability to handle and maintain confidential information and material. Able to work independently. Able to organize workload in order to meet deadlines – time management. Ability to read, understand, and interpret licensing documents. Communicate effectively and courteously with all applicants/licensees and the general public. Ability to maintain a professional and courteous demeanor at all times. Deal with heavy public contact. Adapt to frequent change and reorganization. Operate a personal computer using a variety of software programs—highly skilled in using Microsoft Office applications. Goal and detail oriented; and Ability to sit for an extended time period.

  • Must be at least 21 years of age.
  • Successfully pass a pre-employment drug screening.
  • Meet and maintain licensing standards/guidelines to qualify for a key gaming license
  • Possession of a current California Drivers’ License or California Identification.
  • A.S. or A.A Degree from an accredited institution, and one (1) years of law enforcement, regulatory, auditing or investigating experience or training or an equivalent combination of education and experience.
  • In lieu of an A.S. or A.A. degree, a High School Diploma/G.E.D. with 2 years of law enforcement, regulatory, auditing or investigating experience may be accepted or an equivalent combination of education and experience.

Responsibilities

  • Responsible for carrying out the duties and responsibilities as assigned by the Licensing Director and/or Licensing Supervisor.
  • Conduct face-to-face interviews with applicants/licensees in order to obtain, review, and verify all information provided on the licensing applications.
  • Process fingerprints via Live Scan.
  • Maintain licensing database.
  • Perform record searches as deemed necessary.
  • Enter, review, and ensures accuracy of the information provided by the screening company.
  • Follow-up with applicants/licensees to obtain all necessary information within specified timeframes to ensure compliance with all regulations pertaining to licensing.
  • Analyze and verifies information gathered from the investigative resources.
  • Prepare timely, detailed, clear, and concise suitability reports and makes licensing recommendations on each applicant/licensee.
  • Timely generates a Notice of Results (NOR) and a Notice of Gaming License Issuance (NGLI) for all applicable profiles for submission to the National Indian Gaming Commission (NIGC);
  • Present findings (notes) of background investigations in a hearing setting with the STGC.
  • Conduct gaming license verifications.
  • Maintain accurate profile records and statistical data on licensing activity.
  • Identify fraudulent documents.
  • Maintain licensing database profile log.
  • Perform Licensing Assistant duties as needed or assigned; and
  • Perform other duties as assigned by the Licensing Director and/or Licensing Supervisor.
