About The Position

Administrative Specialist III is the advanced level of administrative work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies. Charles Street, Baltimore, MD 21201 Main Purpose of Job The Licensing Analyst reports to the Director of Licensing. This position is responsible for receiving and investigating licensing and registration applications for financial services companies to determine compliance with Maryland’s financial institutions law and regulation and suitability for licensing by the Office of Financial Regulation. The types of financial services institutions under review and investigation include mortgage lenders, mortgage loan originators consumer lenders, installment lenders, sales finance companies, debt management companies, debt settlement companies, money transmitters, check casers, consumer collection agencies, consumer credit reporting agencies and credit services business companies. The Licensing Analyst will also perform related work as required. This position may, in management’s discretion, work remotely in accordance with the Agency’s telework policies.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
  • All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud.

Responsibilities

  • The Licensing Analyst is responsible for reviewing, investigating, and processing license applications and registrations for financial services companies to determine compliance with Maryland financial institutions law and regulation.
  • Reviewing and analyzing business plans, formation documents, financial Statements, credit report, criminal background report, electronic surety bond, AML/BSA policy, business continuity plan, company staffing and internal policies, flow of funds structure, permissible investments, Certificate of Good Standing/ Certificate of Authority, other information submitted to determine compliance with law, regulation or policy and suitability for licensing by the Office of Financial Regulation;
  • Reviewing and analyzing credit reports and criminal background reports;
  • Interviewing applicants, representatives of applicants, or any other relevant party as part of the licensing process;
  • Identifying and investigating independent sources of information as part of the licensing process;
  • Processing the approval of licensing applications that meet predetermined standards;
  • Making recommendations for license application approvals or denials;
  • Responding to applicant officials or legal counsel’s inquiries or determining that the inquiry should be forwarded to senior staff or Assistant Attorney General.
