About The Position

A program evaluator is responsible for objective and unbiased evaluations of the efficiency and effectiveness of state agency programs and providing other evaluation-related services for the North Dakota Legislative Branch.

Requirements

A program evaluator must have a bachelor's degree in accounting, finance, management, economics, statistics, public administration, or a related field.
A program evaluator must be non-partisan and communicate effectively both orally and in writing.
Candidates must have the ability to: Conduct research, analyze and synthesize information and data, and evaluate policies and programs in a non-biased manner;
Remain objective and nonpartisan in relation to all legislative matters;
Maintain confidentiality, work independently, and take responsibility in decision-making processes; and
Work under pressure and manage multiple work assignments to meet project deadlines.
Applicants must be legally authorized to work in the United States.

Responsibilities

Reviews legislative initiatives and program goals and objectives.
Designs and implements plans for conducting program evaluations.
Collects and analyzes quantitative and qualitative data.
Conducts surveys and interviews with agency personnel and stakeholders.
Prepares estimates of the fiscal impact of proposed legislation.
Makes oral presentations and responds to questions regarding programs and program evaluations.
Performs professional and legislative staff work for the Legislative Management and its committees, the Legislative Assembly and its committees, and legislators.
Performs other duties as directed.
