About The Position

Position Summary and Purpose The Manager, Compliance & Leave Administration is responsible for leading and overseeing the organization’s leave of absence administration and human resources compliance functions. This role serves as a subject matter expert on federal, state, and locally mandated leave programs, internal leave policies, and legally required HR compliance activities within a complex healthcare environment. The Manager ensures consistent, fair, and compliant application of leave and compliance practices across the organization, while leading a team responsible for leave administration, regulatory reporting, and licensure and certification tracking. This role partners closely with HR, Legal, Payroll, Benefits, Talent Management, and operational leaders to mitigate risk and support both regulatory and organizational requirements.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or a related field (or equivalent experience).
  • Minimum of five (5) years of progressive experience in: Leave of absence administration (federal and state).
  • HR compliance and regulatory reporting.

Nice To Haves

  • Experience working in a large, multi-state healthcare organization.
  • Professional certification such as SHRM-CP/SHRM-SCP, PHR/SPHR, or equivalent.
  • Experience with leave administration vendors and HRIS systems.
  • Familiarity with accreditation and licensing requirements specific to healthcare roles.

Responsibilities

  • Leave of Absence Administration • Provide strategic and operational oversight for all leave of absence programs, including but not limited to: • FMLA • State and local leave laws (e.g., paid family and medical leave programs) • Short-term and long-term disability coordination • Military leave, jury duty, ADA-related leaves, and organizational leave policies • Serve as the internal subject matter expert on leave-related legislation and regulations, monitoring changes and ensuring timely implementation • Ensure leave policies and practices are applied consistently, equitably, and in compliance with all applicable laws and organizational standards • Partner with HR business partners, benefits, and payroll to ensure seamless coordination of leave administration and pay practices • Oversee vendor relationships related to leave administration, if applicable, ensuring service level expectations and compliance standards are met • Lead the review, interpretation, and continuous improvement of leave policies, procedures, and employee communications
  • Compliance & Regulatory Oversight • Oversee HR-related compliance activities, including but not limited to: • EEO-1 reporting • Affirmative Action Planning (AAP) • State and federally required workforce reporting • Ensure accuracy, timeliness, and audit readiness of all required compliance documentation and submissions • Act as a liaison with internal legal, compliance, and external regulatory agencies as needed • Develop and maintain internal controls, documentation standards, and processes to mitigate compliance risk • Ensures compliance with all regulatory and organizational requirements throughout the employee onboarding process, including verification and completion of education and licensure, background checks, employee health requirements, Form I 9, and other new hire documentation.
  • Licensure & Certification Management • Provide oversight for the tracking and verification of required licensure, certifications, and credentials for applicable job profiles across the healthcare system • Ensure compliance with regulatory, accreditation, and organizational requirements related to staff qualifications • Establish monitoring processes and escalation protocols for expiring or non-compliant licenses or certifications • Partner with talent acquisition, workforce development, and operations to ensure compliance throughout the employee lifecycle
  • People Leadership & Team Management • Lead, coach, and develop a team responsible for leave administration and compliance functions • Establish clear performance expectations, workflows, and quality standards • Foster a customer-focused, detail-oriented, and service-driven team culture • Identify opportunities for automation, process improvement, and enhanced employee experience
  • Demonstrated expertise in FMLA, ADA, and state-mandated leave frameworks.
  • Experience managing or leading teams within an HR or compliance function.
  • Strong knowledge of HR compliance requirements in healthcare or highly regulated environment.
  • Proven ability to interpret legislation and translate regulatory requirements into practical, compliant processes.
