About The Position

This position is contingent upon successful contract award. Serves as the primary authority for maintaining the quality, integrity, and effectiveness of the training curriculum. Oversees the Instructional Systems Design (ISD) process, ensuring all training programs meet Navy Education and Training Command (NETC) standards. The LSO bridges the gap between tactical proficiency and educational excellence by evaluating instructor performance, auditing curriculum, and managing the end-to-end training lifecycle.

Requirements

  • Instructional Tenure: A minimum of five (5) years of documented instructional experience (evidenced by DD-214, course certificates, or civilian equivalents).
  • Subject Matter Expertise: Proven track record in: CurriculumDevelopment and Revision, Training Program Evaluation, Instructional Systems Design (ISD).
  • Master Trainer: Must possess a Navy Master Training Specialist (MTS) certification or a recognized civilian industry-standard equivalent in educational leadership or instructional design.
  • Instructor Credential: Graduate of a certified Navy Instructor Training Course (e.g., NEC 805A/9502, 9501, or 9518) or a civilian/commercial course certified as JIT/NITC equivalent.
  • Process Knowledge: Comprehensive understanding of the NETC End-to-End (E2E) process, including the planning, analysis, design, development, implementation, and evaluation (PADDIE) model.
  • Software Proficiency: Expert-level skills in Microsoft Office (Word, Excel, PowerPoint) for data analysis and report generation.
  • Communication: Exceptional oral and written communication skills; must be capable of drafting formal technical manuals and delivering executive-level briefings in English.
  • All candidates must provide verifiable documentation of instructional experience and MTS/Equivalent status prior to the commencement of performance.

Responsibilities

  • Curriculum Management: Oversee development, revision, and maintenance of training materials, ensuring all coursework aligns with the NETC End-to-End (E2E) process.
  • Quality Assurance: Conduct regular training program evaluations and classroom observations to ensure instructional delivery meets established standards.
  • Instructional Design: Apply Instructional Systems Design (ISD) principles to ensure training requirements address specific mission essential tasks.
  • Instructor Mentorship: Provide high-level guidance to instructional staff, facilitating professional development and assisting personnel in achieving advanced instructional milestones.
  • Compliance & Auditing: Review and validate training documentation, course certificates, and instructional records to ensure 100% compliance with Navy and command-level requirements.
  • Reporting: Utilize Microsoft Office (Word, Excel, PowerPoint) to draft comprehensive evaluation reports, brief senior leadership on training trends, and manage curriculum databases.
