For more information, visit www.worldbank.org. Unit Context The Operations Learning and Engagement unit (OPSLE) is one of two units in the OPSEE Department. In addition to coordinating OPCS staff learning (including the VPU’s onboarding and mentoring programs), the unit is responsible for the Operations Learning program of the Bank. The Operations Learning team is responsible for the development and delivery of all staff learning on operational instruments, policies, and processes. On a yearly basis, the learning program reaches about 8000 staff in over 150 learning interventions, ranging from short operational clinics to longer Academies and e-learning modules. Topics covered include FBO, CPF, IPF, DPF, PforR, ASA, RAS, and A2D learnings. The unit also manages the Accreditation of IPF, PforR and DPF TTLs. A new client capacity building learning program (Strengthening Client Capacity for Impact, SCCI) was launched in April 2025. OPSLE seeks to recruit an experienced Knowledge Management and Learning (KML) Officer for the maintenance/enhancement of the unit’s existing eLearning/online learning modules and programs, knowledge management products (internal and external knowledge platforms) and the development of new products targeted to WBG operational staff and clients.

Requirements

  • Master’s degree in educational technology or related field, with a focus on adult learning pedagogy/andragogy
  • Minimum of 5 years’ experience in designing, delivering, and evaluating learning experiences using a range of modern learning modalities
  • Advanced knowledge and practical application of design principles, user experience design, familiarity with modern instructional design concepts
  • Advanced proficiency in the commonly used applications for digital learning experience and graphic design tools (Articulate 360 suite, Adobe Creative Cloud suite, AI-enabled video editing software, Canva etc.)
  • Proficiency in the use of UI and UX Design and Prototyping tools (Figma, Canva etc.)
  • Proficiency in the use of generative AI for instructional design workflows, including prompt engineering, content generation, and AI-assisted multimedia development
  • Experience with human-centered design, design thinking, and Agile approaches
  • Demonstrated experience working across multiple stakeholders to execute on requirements
  • Ability to work with minimum supervision in a collaborative and responsive team
  • Ability to learn quickly and adapt to a rapidly evolving digital environment
  • Ability to prioritize and execute tasks in a high-pressure environment

Responsibilities

  • Analyze Business Problems and Needs
  • Identify learning needs using a human-centered design approach to discover, synthesize and clearly articulate needs, with a deep understanding of the target audience.
  • Design and Development of new solutions
  • Apply instructional design and knowledge management expertise to translate learning needs into engaging and impactful online learning solutions such as eLearning modules and/or user-centered knowledge products
  • Update or develop representative “personas” to reflect various learner audiences, develop learning experience wireframes, design storyboards and prototypes in alignment with best practices in adult learning pedagogy and user experience design.
  • Use learner-centric pedagogical principles and UI/UX design expertise to craft WB’s operational content into: (i) structured formal learning experiences such as eLearning courses; (ii) and in-the- flow-of-work learning assets like short explainer videos, interactive infographics, short simulations, scenario-based activities, etc.
  • Maintenance of existing products
  • Oversee the ongoing maintenance and timely update of all existing products such as eLearning courses, videos, infographics, short simulations, etc.; ensuring content remains accurate, current, and fit for purpose for both staff and client audiences.
  • Manage eLearning courses in the World Bank Learning Management System, including updates, tracking of completions, and other reporting as needed.
  • Update eLearning courses and oversee overall content management of eLearning and other digital learning assets on the Operations Learning and Engagement intranet sites.
  • Maintain the external SCCI website including all hosted resources, ensuring timely updates of relevant operational materials.
  • Undertake any other activities as required by the manager responding to the changing business needs and staff work program changes.
  • Champion Innovations in Learning
  • Incorporate insights from learning analytics and innovation research into learning experience designs.
  • Actively track, research, and test new improvements to provide learning to global audiences. Research and recommend new and evolving technologies for learning, including AI-based learning, game-based learning, etc.
  • Support and champion the value of informal learning as a complement to, or replacement for, formal learning programs.
