About The Position

· Provide technical support to the Government in areas including system administration, web administration, software maintenance, hardware/software installation, diagnostics, issue resolution, and user training. · Create, update, and maintain documentation such as Continuity Books detailing troubleshooting steps and procedures. · Maintain and document IT incident tickets showing work performed and resolution timelines prior to closure. · Support Learning Management System (LMS) operations for course development, administration, and delivery in support of Army Distributed Learning environments. · Ensure stability, availability, and performance of LMS platforms used for Government training programs. · Standard hours are 7:00 AM – 4:00 PM CT; however, flexibility for weekends/evenings and occasional travel to Fort Hood, TX may be required based on mission needs. Technical Experience · Minimum 2+ years of experience developing LMS courses. · Minimum 2+ years of experience administering LMS courses. · Minimum 2+ years of experience managing community engagement within LMS platforms. · Minimum 2+ years of experience managing LMS content and course materials. · Minimum 2+ years of experience developing and sustaining online training programs. · Experience supporting Army Distributed Learning Systems. · Knowledge and experience developing and sustaining Learning Management System capabilities. · Must demonstrate intermediate-level proficiency in Microsoft 365 applications including Outlook, OneDrive, Word, PowerPoint, Excel, OneNote, SharePoint, Teams, Viva Engage, and Access. · Ability to understand, speak, read, and write English effectively. · U.S. Citizenship is required. · Must possess a current IAT Level II certification (e.g., Security+ CE) at the time of hire.

  • Complete Army Blackboard 101 – Instructor Basic Training (10 hours).
  • Complete Army Blackboard 201 – Exemplary Course Design Training (14 hours).
  • Complete Army Blackboard 301 – Domain Administrator Training (4 hours).
  • Complete Army Blackboard Institutional Hierarchy Training (3 hours).
  • Complete Army Blackboard LCMS Interface to ATRRS Training (2 hours).
  • Complete Army Blackboard Certificate Management Tool Training (2 hours).
  • All Blackboard certifications must be completed within 30 days of contract award.
  • Must complete mandatory Government training (Antiterrorism Level I, OPSEC, and iWATCH) within 30 days of hire.
  • Must complete any additional training required if the Army transitions to a different LMS platform during the contract period.

Responsibilities

  • Monitor the Army Training Information System (ATIS) to ensure LMS stability and performance for supported courses.
  • Serve as the dedicated course manager throughout the course lifecycle, responsible for creating and sustaining courses using approved Blackboard naming conventions.
  • Recommend new technologies, system updates, and mobile learning capabilities to enhance LMS functionality.
  • Coordinate approved Army Training Support Center (ATSC) upgrades with LMS users to minimize service disruptions.
  • Serve as the ATIS Subject Matter Expert (SME) supporting LMS course framework development based on program of instruction (POI), blended learning requirements, and course complexity.
  • Participate in developmental and In-Process Review (IPR) meetings to discuss LMS requirements and user concerns.
  • Provide training to instructors and course managers on LMS functions including course design, test development, surveys, and gradebook usage.
  • Train new LMS users within 10 working days of arrival to the organization.
  • Assist instructors with course facilitation and class support.
  • Perform technical troubleshooting for LMS issues including database management, content management, system availability, software/hardware compatibility, network security conflicts, and system performance.
  • Coordinate with USAFCOEFS agencies and ATSC to resolve LMS technical issues.
  • Serve as the primary point of contact (POC) for LMS user enrollment, disenrollment, and access authorization.
  • Manage system access for students, instructors, and course developers through approved government systems and devices.
  • Monitor, analyze, and report Blackboard LMS usage and availability to support Government assessment.
  • Provide monthly reports and participate in meetings with the COR and organizations to discuss system performance, enhancements, and upgrades.
  • Safeguard course testing materials and ensure access is restricted to authorized Test Control Officers (TCOs).
  • Support Blackboard LMS and any future Army-directed LMS platforms used for Army Distributed Learning.
