About The Position

The Learning Management System (LMS) Course Specialist provides comprehensive support to the United States Army Fires Center of Excellence (USAFCoE) by overseeing the full lifecycle of course development, sustainment, and performance within the Army Training Information System (ATIS) and Blackboard LMS environment. This role ensures course stability, compliance with approved naming conventions, and proper configuration based on each program of instruction. The specialist serves as the ATIS subject matter expert, supporting Government personnel through user‑level and manager‑level training, technical troubleshooting, content management, and system optimization. Responsibilities include managing user access, monitoring system usage, preparing monthly reports, safeguarding controlled testing materials, and coordinating system updates or upgrades with Army Training Support Center (ATSC) and USAFCoE stakeholders. The position requires expertise in LMS administration, distributed learning processes, and online course development, along with completion of required Army Blackboard certifications and the ability to maintain a Secret Clearance. The specialist plays a key role in ensuring efficient, secure, and effective distributed learning operations across the organization.

Requirements

  • Has knowledge, skills and experience with developing and sustaining Learning Management System capabilities. Contractor personnel shall be required to acquire and maintain SECRET clearance to support development of classified training sites.
  • Will provide proof of experience associated with the ARMY Disturbed Learning Systems. Proof of experience to be submitted for consideration: Two (2) or more years of experience developing courses with LMS
  • Two (2) or more years of experience administering courses in LMS
  • Two (2) or more years of experience managing community engagement with LMS
  • Two (2) of more years of experience managing content in LMS
  • Two (2) or more years of experience developing and sustaining online training sites
  • LMS Course Specialist Blackboard Certification requirements:
  • Complete Online Army Blackboard 101 Instructors Basic Training (10hours)
  • Complete Online Army Blackboard 201 Exemplary Course Design Training (14hours)
  • Complete Online Army Blackboard 301 Domain Administrator Training (four- hours)
  • Complete Online Army Blackboard Institutional Hierarchy Training (three hours)
  • Complete Online Army Blackboard Learning Content Management System (LCMS) Interface to Army Training Requirements and Resource System (ATRRS) Training (two hours)
  • Complete Online Army Blackboard Certificate Management Tool Training (two hours)
  • All Army Online Blackboard courses are no cost to the contractor and are to be completed within 30 days of contract award
  • Blackboard is the current LMS system used to support Army Distributed Learning. Other LMS usage may be required once directed by the Army and contractor personnel must complete any requisite training to support Army Distributed Learning if a system other than Blackboard is used during the period of this contract

Responsibilities

  • Monitor the ATIS to ensure stability and performance for USAFCOEFS courses. All courses shall have a dedicated ATIS manager throughout the entire course lifecycle. The course manager will be responsible for the creation and sustainment of new courses using the approved Blackboard Naming Convention.
  • Recommend new technologies and capabilities, including ATIS updates and mobile applications. Approved Army Training Support Center (ATSC) upgrades shall be planned and coordinated with USAFCOEFS LMS users to minimize loss of availability.
  • Serve as the ATIS subject matter expert (SME) to assist the Government in the development and customization of LMS course frameworks. Each course requires a specific LMS based on its program of instruction (POI), blended learning requirements, complexity, and intensity. Attend developmental and In Process Review (IPR) meetings as required to discuss user ATIS requirements and concerns.
  • Assist Government users (e.g. instructors, course managers) by providing training on LMS functions in support of efficient and productive usage. Through training events, the contractor shall train users to perform user-level functions such as course design, test development, survey use and gradebook functions. The Contractor shall provide training to new users within 10 working days of arrival to the Organization. The contractor shall assist instructors with class facilitation. Perform manager-level technical remedies of all ATIS issues. These issues include database management, content management, system availability, software/hardware compatibility, functionality, network security conflicts, and system efficiency. The contractor shall collaborate with local USAFCOEFS agencies and ATSC as applicable to remedy issues.
  • Serve as the primary point of contact (POC) for enrollment and disenrollment of Government users as well as authorizing required access. Users including students, instructors, and writers, shall have access through specified terminals (e.g. government furnished equipment, personal electronic devices) as directed by the Government.
  • Monitor, analyze, and report Blackboard LMS usage and availability for Government assessment and analysis. At least once per month, the contractor shall provide a written report and meet with the Organizations and COR to discuss strategic vision, future enhancements and upgrades, software version status, updated capabilities and add-ons, and long-term recommendations.
  • Safeguard all course testing material not specified in the non-disclosure agreement to include all users not authorized by the COR. Authorized users shall be identified in the official memorandum as test control officers (TCO) and signed by the Approval Authority for the Organization.
  • Blackboard is the current LMS system used to support Army Distributed Learning. Other LMS usage may be required once directed by the Army and contractor personnel must complete any requisite training to support Army Distributed Learning if a system other than Blackboard is used during the period of this contract
