About The Position

The Virginia Department of Education is looking for a Learning and Development Coordinator to work under the direction of the Director of Organizational Effectiveness & Employee Experience and in partnership with HR leadership. This position administers and manages the Commonwealth of Virginia Learning Center (COVLC) and related learning systems; oversees the full lifecycle of New Employee Orientation (NEO); and ensures effective program planning, compliance tracking, and resource coordination.

Requirements

  • Demonstrated experience in instructional design, change management, strategic planning, or training and development.
  • Knowledge of adult learning principles, learning styles, and creating effective learning environments.
  • Demonstrated experience creating and administering onboarding and new hire orientation programs.
  • Demonstrated experience evaluating data to analyze agency-wide programs and make recommendations.
  • Ability to use oral and written communication to convey information to diverse audiences.

Nice To Haves

  • Demonstrated experience managing the Commonwealth of Virginia Learning Center (COVLC), Articulate 360, or other Learning Management Systems.
  • Demonstrated experience with Microsoft Office at an intermediate to advanced level.
  • Demonstrated experience providing training and development to leadership.
  • Demonstrated experience leading agency-wide training and development initiatives on a large scale.

Responsibilities

  • Coordinate and determine agency-wide training and organizational development needs in collaboration with HR leadership and stakeholders.
  • Lead full lifecycle administration and strategic oversight of New Employee Orientation (NEO).
  • Conduct organizational needs assessments and translate business needs into strategic training solutions.
  • Design and develop agency-wide curricula, instructional materials, and learning interventions aligned with workforce competencies.
  • Lead deployment of training initiatives across multiple modalities.
  • Consult with HR leadership regarding employee lifecycle enhancements and capability-building strategies.
  • Ensure training documentation and records meet state retention and audit standards.
  • Provide supplemental HR support during peak workload periods, audits, or agency-wide transitions.
