The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! Position will develop and prepare specifications for proposals and invitations for bids, help draft and manage contracts, and may conduct negotiations as required for a range of solicitations and agreements, including materials, and equipment contracts. Position will assist departments in the development and evaluation of solicitations. The individual in this position will facilitate all contract management functions with internal and external departments including outside vendors. Work involves preparation of complex, high risk, and highly strategic commodity, material, and/or highly specialized equipment procurements. Evaluates and analyzes bids; coordinates selection activities and recommends awards. Identifies sources of supply, usually assist in specification development and bid evaluation. This position will perform risk analysis and recommend action to minimize. Will lead the execution of the strategic sourcing methodology for high-values, complex requisitions, collaborating with State Procurement and end users as required. Manage supplier performance and cost objectives. Will serve as mentor/coach to procurement staff as needed. Will investigate and resolve complaints from departments about products or equipment defects and from vendor regarding bid protest and contract awards. Will perform cost and price analysis of commodities and equipment. Responsible for identifying total cost of ownership and/or life cycle costs analysis. Completion of the North Carolina Contract Management (NCCM) training program is a mandatory requirement within one year of hire into this position in accordance with NCGS.
