About The Position

The City of Phoenix Fire Department is seeking an experienced Lead Business Systems Analyst (LBSA) to support Release 4 of the SHAPE PHX permitting system . This long-term engagement focuses on business process analysis, systems integration, and user acceptance testing across Fire Prevention, Planning & Development, and other city departments. This is a local-only, hybrid role requiring strong stakeholder engagement, documentation, and leadership skills.

Requirements

• Bachelor’s degree in Business Administration, Information Technology, or related field
• 5+ years of progressive experience as a Lead Business Analyst
• Strong experience with: Business process mapping & workflow analysis Requirements gathering & acceptance testing Systems integration and legacy systems Procurement processes (RFP, RFI, RFQ)
• Advanced proficiency in: MS Word, Excel, PowerPoint, OneNote, Visio, Project/PWA Wireframing tools
• Excellent written and verbal communication skills
• Exceptional attention to detail with executive-ready documentation
• Local Phoenix candidates only

Responsibilities

• Lead business and technical requirements gathering and documentation
• Map business processes, system workflows, and legacy system integrations
• Act as liaison and advocate for Fire Prevention with SHAPE PHX vendors and implementation teams
• Analyze and optimize business processes and workflows for system integration
• Support and lead User Acceptance Testing (UAT) activities
• Contribute to RFP/RFI/RFQ procurement activities
• Support multi-year, phased project implementations
• Deliver executive-level documentation and presentations
