About The Position

The Anoka County Information Technology department is committed to helping the County’s programs and services successfully meet their business objectives while enabling innovation through technology. They accomplish this by gathering information about users' needs, identifying solutions, facilitating the implementation, support, training, and ongoing resources needed to meet those needs. We are seeking a detail-oriented and experienced Lead Business Systems Analyst to leads the daily activities of a team responsible for administering and managing current database applications as well as coordinating projects related to current systems, learning new systems, and troubleshooting support for all department applications. The Lead Business Systems Analyst leads the resolution of technical issues within the department and ensures staff and systems work effectively and efficiently. This is a full-time, exempt, hybrid position. Interviews will take place the week of May 7, 2026, for those selected to move forward in the hiring process.

Requirements

  • Requires a bachelor’s degree and at least 6 years (2,080 annual hours) of job-related experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
  • Successfully pass driver’s license background check.
  • Legally authorized to work in the United States without the need for current or future visa sponsorship, including F-1 STEM OPT extensions.

Responsibilities

  • Lead the daily activities of a team responsible for the review, analyzation, and evaluation of county and user needs to create sustainable county and systems solutions that support overall county strategies.
  • Provide expert level technical guidance, research and teach new processes, and determine user needs to create and propose systems solutions that support department and county objectives.
  • Determine methods for implementing long-term strategies or infrastructure level recommendations surrounding improving processes, efficiency, and practices of the county’s business systems.
  • Coordinate and train staff on workflow processes and updated systems and serve as a resource for questions and technological issues.
  • Review and approve detailed documentation on system requirements and business needs.
  • Lead county-wide projects and partner with county Project Manager(s) by defining project plans including scope and objectives.
  • Serve as a resource for the team as they define system specifications to drive system development and guide the implementation.
  • Provide an elevated level of support to Business Systems Analysts to troubleshoot and resolve complex issues.
  • Provide leadership, coaching, and/or mentoring to a subordinate group, and may act as a lead providing daily work direction and managing timeline of weekly activities depending on assignment. This includes coaching in technical and soft skills.
  • Establish methodologies (Waterfall, Agile, Hybrid) and tools the entire Business System Analyst team will use.
  • Perform high-level cost-benefit analyses and identify enterprise-level risks (security, compliance, and scalability).
  • In partnership with management, establish and reinforce standards and governance. This includes defining the blueprints and guardrails that all other analysts must follow to ensure the entire enterprise portfolio is cohesive.
  • Focus on strategic infrastructure and enterprise availability. This includes designing requirements for the entire platform’s resilience and future growth, leading the transition from legacy server to microservices architecture to define technical requirements for “auto-scaling” for the system to handle increases in traffic without manual intervention.
  • Ensure all system changes follow a standardized, repeatable, and audited lifecycle. This includes defining metrics and measurables for sustainability.
  • Participate in an after-hours/weekends on-call rotation.
