About The Position

Do you excel at leading complex technology projects that transform how an organization delivers mission‑critical services? The Oregon Department of Justice (DOJ) is seeking an IT Project Manager (Information Services Specialist 7) to support the Legal Tools Program—our multi‑year modernization initiative replacing legacy case management, timekeeping, and billing systems with an integrated, modern platform. This is a visible, high‑impact role. You will guide technology projects from initiation through implementation, coordinating work across DOJ divisions, technical teams, vendors, and project stakeholders to ensure outcomes are delivered successfully, on time, and on budget. Your leadership will directly influence DOJ’s ability to serve Oregon’s communities effectively and efficiently. This is a permanent position within DOJ’s Information Services Section. The successful candidate may be assigned to manage other projects within the department’s IT Project Portfolio. There is also potential and opportunity for this position to be part of the establishment of a new agency-wide Project & Portfolio Management Office in the future. This opportunity is a hybrid position, including remote work and on‑site days in the Justice Building in Salem. Occasional travel to DOJ offices statewide may be required.

Requirements

  • Six (6) years of experience in information services project or program management.
  • Education will be counted as experience if degree is in Computer Science, Information Technology, or related field, or if a two (2) year accredited vocational training program was completed in information technology or related field.
  • Associate’s Degree (or 2-year vocational training) = Two (2) Years
  • Bachelor's Degree = Four (4) Years
  • Master's Degree = Six (6) Years
  • Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check.
  • A driver history check will be included for positions requiring state vehicle driving privileges.
  • Adverse findings will be evaluated to determine eligibility for the position.
  • Must agree to comply with DOJ security and confidentiality requirements.
  • Must have and maintain a valid state Driver’s License.

Nice To Haves

  • Experience managing large‑scale IT modernization or enterprise system replacement projects.
  • Familiarity with system integration, vendor management, and structured project governance.
  • Experience with SDLC, Agile, hybrid, or iterative project delivery approaches.
  • Knowledge of or experience managing Organizational Change Management principles and activities.
  • Proficiency with Microsoft Planner, Azure Boards/DevOps, or other project management tools.
  • Skilled in applying PMBOK-aligned project management practices.
  • Professional certifications such as PMP, CAPM, PMI‑PBA, Prosci, Agile certifications, etc.

Responsibilities

  • Lead and Manage IT Projects: Direct complex, multi‑stakeholder technology projects across all phases—initiation, planning, execution, monitoring, and close‑out.
  • Develop and Maintain Project Plans: Create project charters, schedules, budgets, communication plans, risk registers, and change control processes.
  • Coordinate Cross‑Functional Teams: Work closely with Business Analysts, technical experts, program staff, and vendor staff to align work and resolve issues.
  • Monitor Scope, Risks, and Quality: Track progress, identify risks early, and ensure delivery of high‑quality project outcomes that meet business and technical requirements.
  • Vendor & Contract Management: Oversee vendor activities, review deliverables, and ensure compliance with statements of work.
  • Facilitate Meetings and Communication: Lead project meetings, brief stakeholders, maintain documentation, and ensure transparency throughout the project lifecycle.
  • Support Testing, Training, and Implementation: Coordinate UAT planning with Business Analysts, support readiness activities, and ensure successful adoption of new technology solutions.
  • Ensure Standards & Compliance: Apply DOJ policies, SDLC practices, and project management methodologies to deliver secure, compliant solutions.
