About The Position

Galapagos Federal Systems LLC is looking for an enthusiastic, well-qualified individual to fill the Program Manager position. This role offers the opportunity to work with a diverse and talented group of individuals committed to driving success. The Program Manager provides strategic and operational oversight of IT financial management, procurement coordination, and program execution support for Maui SPAM. This role serves as the primary liaison between the Program Control Office and the Information Technology (IT) team, ensuring accurate funding documentation, disciplined budget execution, and successful delivery of critical IT initiatives. The Program Manager is responsible for ensuring fiscal compliance, life cycle asset management, and timely execution of projects in accordance with federal financial regulations, DoD procurement standards, and Unit guidelines. The position requires strong coordination across stakeholders to maintain transparency, accountability, and mission readiness.

Requirements

  • Active Top Secret security clearance
  • 5+ years of experience in program management, IT financial management, or federal/DoD budget execution
  • Experience preparing and processing funding documentation such as MIPRs, 7600B forms, and interagency agreements
  • Knowledge of federal financial management regulations and DoD procurement processes
  • Demonstrated experience managing multiple IT projects within defined cost and schedule constraints
  • Experience supporting senior leadership (e.g., CIO, Program Office, or equivalent)
  • Strong understanding of budget formulation, execution tracking, and financial reporting
  • Experience in project planning, schedule development, cost control, and risk management
  • Experience with IT hardware and software lifecycle management and vendor coordination
  • Strong analytical skills with exceptional attention to detail and quality control
  • Ability to communicate effectively with cross-functional stakeholders and produce executive-level reports and briefings
  • Bachelor’s degree in Business Administration, Public Administration, Information Technology, Finance, Project Management, Or related discipline

Responsibilities

  • Prepare, review, and submit all required funding documentation, including 7600B forms and MIPRs, ensuring 100% accuracy and on-time submission in accordance with Unit guidelines
  • Coordinate funding package submissions to the IT procurement intermediary office, ensuring no rejections due to errors or omissions
  • Support development and delivery of the annual IT budget, including quarterly updates in coordination with Program Control and IT leadership
  • Prepare and submit Unfunded Requirements (UFRs) and Quad Charts to ensure transparency and accountability in IT financial management
  • Serve as the primary liaison between the Program Control Office and the IT team, ensuring seamless communication and fulfillment of all data requests within five (5) business days
  • Provide program management support for critical IT initiatives as directed by the CIO, including project planning, schedule management, budget oversight, risk management, stakeholder coordination, and execution monitoring
  • Ensure all assigned projects are delivered on time and within approved budget parameters
  • Support lifecycle management of IT hardware and software assets, including maintaining a comprehensive inventory and identifying procurement needs
  • Obtain vendor quotes within five (5) business days of identifying procurement requirements
  • Conduct ongoing tracking and weekly coordination with procurement vendors to monitor quote status, orders, and delivery timelines
  • Maintain audit-ready documentation and ensure financial and procurement traceability
