About The Position

The Commonwealth of Pennsylvania is seeking an experienced IT Procurement, Contract & Proposal Management Specialist to lead procurement activities, manage contracts, and support vendor implementation projects. This role requires strong coordination across IT, procurement, legal, and business teams to ensure compliance, efficiency, and successful delivery of technology initiatives.

Requirements

Experience in IT procurement and contract management
Strong knowledge of: RFQs, RFPs, SOWs, and procurement processes
Contract compliance, risk management, and governance
Experience managing vendor implementations and IT projects
Strong stakeholder communication and coordination skills

Nice To Haves

Experience working in government or public sector environments
Familiarity with enterprise IT procurement processes and policies
Experience with COTS/MOTS solution implementations

Responsibilities

Operational Procurement Management Lead and manage procurement and contract renewal activities aligned with IT policies and budgets
Coordinate with procurement, legal, and governance teams for compliance and risk management
Maintain tracking for renewals, procurement events, and contract milestones
Represent IT teams in procurement meetings and ensure alignment across stakeholders
Serve as a liaison between program teams and procurement stakeholders
Solicitation / Proposal Management Develop and support RFQs, RFPs, SOWs, and solicitation documents
Provide guidance on requirements and vendor response expectations
Coordinate across business, IT, and finance teams to finalize proposals
Conduct quality reviews of solicitation documents before submission
Implementation Project Management Lead vendor implementation projects including COTS/MOTS solutions
Manage project plans, timelines, deliverables, and communication plans
Coordinate across teams to manage risks, issues, and dependencies
Track progress against scope, budget, and contractual obligations
Provide status reporting and governance documentation
Contract Management Act as the technical point of contact (POC) for contract-related queries
Perform compliance assessments to ensure vendor adherence to contract terms
Escalate risks and issues to leadership as needed
Maintain records of deliverables, KPIs, amendments, and issue logs
