About The Position

We are looking for an IT Manager to provide services to Detachment One, 414th Combat Training Squadron in support of ACC exercise FR-R and other Personnel Recovery training events for the five stages of an exercise: design, planning, preparation, execution, and evaluation services. Summary The primary purpose of this position is to direct all aspects of IT Manager within the Detachment and RF-R. This position will supervise and will report directly to the Detachment Director of Operations.

Requirements

  • Five years of DoD communications experience within the last 10 years
  • Five years of DoD Infrastructure and USAF EUD (End User Device) experience within the last 10 years. Including but not limited to NIPR/SIPR SDC (Standard Desktop Configuration), USAF approved software NIPR/SIPR, NIPR/SIPR VOIP (Voice Over Internet Protocol) devices, NIPR/SIPR MFP (Multi-Function Printer) devices.
  • Extensive knowledge of database and project management software
  • Experience with USAF Administrative procedures and systems.
  • Extensive knowledge of AFI 33-100, User Responsibilities and Guidance for Information Systems, AFI 33-108, Compatibility, Interoperability, & Integration of Command, Control, Communications, and Computer (C4) Systems, AFI 33-115V3, Air Force Network Operating Instructions, AFI 33-118, Electromagnetic Spectrum Management, AFI 33-200, Information Assurance (IA) Management, AFI 33-201V1, Communications Security (COMSEC), AFI 33-201V4, Cryptographic Access Program, AFI 33-203, The TEMPEST Program, AFI 10-204, Participation in Joint and National Exercises, AFI 10-251, Air Force Participation in Joint Training Transformation Initiative (JITI) and Joint National Training Capability (JNTC) Events, AFI 10-401, Air Force Operations Planning and Execution
  • Experience with IT operating systems including but not limited to Microsoft Windows, Linux Red Hat, Android OS.
  • Experience with commercial cloud environments including but not limited to AWS (Amazon Web Services) C2E and Windows Azure.
  • Extensive knowledge with USAF COMSEC regulations forms, and procedures including management of COMSEC equipment and storage procedures.
  • Experience with USAF ITEC/ADPE account process, forms and procedures.
  • Able to manage ADPE/ITEC accountable items and work with local Asset Management squadron to track, manage, add and remove all trackable items for Det 1, 414 CTS.
  • Experience with USAF VCO program and procedures for the safe use and maintenance of government vehicles and trailers.
  • Experience with USAF ground and air transportation requirements and procedures regarding communications equipment including hazardous material restrictions/limitations.
  • Must have experience with USAF purchasing and procurement processes and forms including but not limited to, GPC, ECARS, base contracting and PBR.
  • Working knowledge of ticketing systems used by host base including but not limited to Remedy, CIPS and IAO Express.
  • Experience with virtualization technology (VM) in DOD environment.
  • Strong interpersonal communications skills and the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives
  • Proficient in Microsoft Office Suite (Excel, Access, Word)
  • DoD 8570 IAT II Certification (e.g. CompTIA Security+)
  • Top Secret/SCI Security Clearance - Required

Responsibilities

  • Assist IT/C4 Director to plan, manage, track, and execute all associated IT coordination tasks for RF-R or other Detachment One training events IAW the JELC or Joint Task Capability
  • Perform any C4I related task as assigned by designated government supervisor related to the JELC process for RF-R or associated training events
  • Liaise with Points of Contact (POC’s) from units tasked to participate/support in RF-R
  • Coordinate with Host Base agencies and HQ ACC/A3J to provide required Det 1 and exercise communications support to include NIPRNet, SIPRNet, DSN, VoIP, VoSIP, Iridium phones, Commercial Phone, LMRs, LMRs, Frequency management, SADL, LINK16, LINK11, SRW, HPW, mIRC, HavequickII, Saturn, ANDVT, IW and other requirements as needed
  • Develop and manage RF-R NIPRNet SharePoint, SIPRNet SharePoint and commercial internet SharePoint.
  • Coordinate and create required NIPRNet and SIPRNet accounts for Det 1 personnel and RF-R participants. Coordinate with host base Comm/IA Squadron to provide NIPR/SIPR access for exercise participants to include training, identifying account privileges, required paperwork, remedy ticket submission, network token generation form
  • Develop and implement virtual office environment to allow staff to travel, and work from multiple locations, all while sharing work products
  • Ensure/Maintain JNTC certification requirements
  • Coordinate with other agencies as required providing for a realistic communications infrastructure for the exercise, emphasizing weapons systems integration of all participants
  • Monitor and manage radio and IT components exercise execution.
  • Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with C4I Director and Lessons Learned manager to incorporate data into JELC Stage 1
  • Configure and manage MPU-5 mesh radio network, Plum Industries PLUM SATIII network, AWS cloud services, SHOUT NANO, Somewear Lab devices to facilitate exercise execution
  • Configure and manage Samsung Active Tab 3 and Samsung S20 cellular/Wi-Fi devices and operating systems to facilitate Lessons Learned Managers requirements during exercise execution and participant surveys
  • Coordinate and manage virtual exercise conference meetings in support of JNTC structure as well as 414 CTS, DET 1 day to day virtual conference needs as needed
  • Primary/Alternate (CRO – COMSEC Responsible Officer) on 414 CTS, Det 1 local COMSEC account and strictly adhere to regulations forms, and procedures regarding the safe management of COMSEC equipment and storage procedures.
  • Understand mobile communications equipment including transport, set-up, teardown, troubleshooting and operator training in a desert, woodland or maritime environment
  • Understand maritime communications equipment and frequency restrictions and how they differ regarding satellite or land-based systems
  • Leverage current exercise tools and capabilities to include research, testing and procurement of exercise management technology in support of the C4I Director.
  • Engineer IT/Radio communications infrastructure as needed and be able to reconfigure depending on the changing needs of mobile training exercise
  • Operate government furnished vehicles and trailers in accordance with AFI 24-301 and DAVIS MONTHAN AIR FORCE BASE
  • Maintain capability in loading, unloading, and securing equipment to vehicles in accordance with operations manuals, NTSB and Air Force standards.
  • Other duties as required to facilitate exercise or Detachment requirements
