About The Position

The IT Manager – Shared Services is responsible for the overall planning, security, execution, and day-to-day management of the information technology environment supporting both Rock Creek Foundation (RCF) and CCRN Educational & Behavioral Supports (CCRN). This is a hands-on leadership role supporting a multi-program, multi-site nonprofit network providing IDD, behavioral health, residential, and school-based services across Maryland and Pennsylvania. This role ensures reliable, secure, and compliant technology systems that support direct service delivery, administrative operations, fleet management, and data-driven decision-making across both organizations.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, or related field preferred.
  • Minimum of 5–7 years of progressive IT experience, including leadership responsibility.
  • Experience in healthcare, behavioral health, education, or other regulated environments strongly preferred.
  • Excellent communication and interpersonal skills, with the ability to build relationships with stakeholders at all levels.
  • Demonstrated commitment to the organization's mission and values.
  • Advanced Microsoft 365 and Azure AD administration and certification.
  • Windows Server and Active Directory management.
  • Experience supporting EMR/EHR systems.
  • Knowledge of HIPAA security and data privacy standards.
  • Networking fundamentals (firewalls, VPNs, TCP/IP) and ITIL.
  • Cloud and SaaS platform experience.
  • Project management experience

Responsibilities

  • Oversee IT systems across RCF and CCRN programs, administrative offices, residential homes, and school-based sites. Conduct scheduled quarterly site visits at all locations (3 corporate offices, 19 homes) or as help desk tickets require site visits.
  • Manage Microsoft-based infrastructure including Microsoft 365, Azure AD, SharePoint, OneDrive, Teams, Exchange, and Intune.
  • Ensure secure network connectivity across sites, including firewalls, VPNs, wireless access points, and ISP coordination.
  • Manage hardware lifecycle for laptops, desktops, tablets, mobile devices, printers, and peripherals.
  • Maintain system uptime, backups, disaster recovery, and business continuity protocols.
  • Support and optimize multiple Electronic Medical Record (EMR) and case management systems used across IDD, behavioral health, residential rehabilitation, and IBHS/school-based services.
  • Ensure role-based access, security controls, and system workflows align with HIPAA, FERPA (where applicable), Medicaid, and licensing requirements.
  • Partner with Clinical, Compliance, HR, Finance, and Program leadership to support documentation, billing accuracy, and audit readiness.
  • Coordinate with EMR vendors for system configuration, troubleshooting, and enhancements.
  • Serve as system owner for Microsoft 365 tenant administration for both organizations.
  • Design and maintain SharePoint sites, document libraries, permissions, and retention policies.
  • Develop automated workflows using Power Automate and Forms to streamline onboarding, compliance, incident reporting, HR requests, and internal approvals.
  • Train staff on Microsoft tools to improve efficiency, collaboration, and data integrity.
  • Implement cybersecurity best practices including MFA, endpoint protection, encryption, and phishing prevention.
  • Ensure HIPAA-compliant data handling, secure remote access, and audit readiness.
  • Develop and maintain IT policies, procedures, acceptable use standards, and incident response plans.
  • Conduct periodic risk assessments and vulnerability reviews.
  • Manage relationships with IT vendors, EMR providers, telecom partners, and managed service providers.
  • Lead IT projects including system upgrades, new implementations, and site expansions.
  • Develop IT budgets and provide cost-effective recommendations.
  • Coordinate external contractors.
  • Provide responsive helpdesk escalation support.
  • Translate technical concepts into plain language for non-technical users.
  • Collaborate closely with Santé IT Manager and IT team on shared or integrated infrastructure, security standards, system interoperability, and technology best practices where appropriate.
  • Coordinate coverage, cross-support, and continuity planning with Santés IT leadership to ensure operational stability during transitions, outages, or peak operational needs, when feasible.
  • Participate in joint planning discussions related to shared systems, vendors, cybersecurity posture, and long-term infrastructure strategy.
  • Stay current on healthcare and nonprofit technology trends.
  • Perform other related duties as assigned.
