About The Position

This position proactively and holistically guides the City through transformation and optimization initiatives, and serves as a leader in applying existing, new, and emerging technologies to transform and optimize the business and operating model of the organization. IT Enterprise Architects lead the Enterprise Architecture practice and its initiations to enable the City to better respond to department needs and the changing environment.

Requirements

  • Knowledge of basic graphical modeling approaches, tools and model repositories.
  • Knowledge of information management practices, system development life cycle management, IT services management, agile and lean methodologies, infrastructure and operations, and EA and ITIL frameworks.
  • Knowledge of architecture methodologies (e.g., SABSA, Zachman, TOGAF) and modeling languages (such as UML and ArchiMate).
  • Knowledge of business ecosystems, SaaS, infrastructure as a service (IaaS), platform as a service (PaaS), SOA, APIs, open data, microservices, event-driven IT and predictive analytics.
  • Knowledge of business models, operating models, financial models, cost-benefit analysis, budgeting and risk management.
  • Knowledge of combining contextual, conceptual, logical, and physical levels of thinking.
  • Knowledge of and/or participation in architecture governance forums to get exposure to how governance work in the organization.
  • Knowledge of various development languages (e.g., Java, Go, Python, JavaScript, HTML, CSS).
  • Skill in financial analysis, architecture evaluation, solutions delivery orchestration, project management, architecture frameworks, road mapping, risk management, and interdependency management skills.
  • Skill in leading infrastructure architecture, cloud computing architecture, and integration framework and pattern skills.
  • Ability to establish, implement, and enforce appropriate IT standards to meet business requirements.
  • Ability to build consensus among stakeholders.
  • Ability to balance the long-term (“big picture”) and short-term implications of individual decisions and organization goals.
  • Ability to innovate with aptitude for foresight, systems thinking and design thinking.
  • Ability to understand the political climate of the enterprise and how to navigate obstacles and politics.
  • Ability to develop strategic technology plans and roadmaps, including business capability planning.
  • Ability to lead efforts to create technological solutions and architectures impacting critical areas of the business.

  • Ability to adhere to required compliance to all change management policies and procedures.

  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Information Science, Computer Science, Electronics, or in a field related to the job, plus four (4) years experience working in a business process/systems analysis environment, two (2) years of which were in a lead capacity.
  • Experience may substitute for education up to four (4) years.

Nice To Haves

  • Experience applying architecture principles and standards to produce usable architecture artifacts (for example, current-state/target-state diagrams, roadmaps, reference architectures, or decision records), either as the primary author or as a contributor.
  • Experience documenting, designing, implementing, or supporting integrations across applications, data platforms, and infrastructure, including security considerations, data flows, and system dependencies.
  • Experience designing, supporting, or evaluating cloud-based and hybrid architectures, including participation in modernization or migration planning from on-premises to cloud platforms in alignment with enterprise standards and operational support needs (Azure SQL experience preferred).
  • Experience architecting, documenting, implementing, or supporting distributed or field-based technology environments (for example, remote devices, sensors, monitoring systems, or mobile/field workflows) and aligning them with enterprise platforms, data practices, and security requirements.
  • Experience contributing to governance and cross-team alignment by applying standards, communicating tradeoffs, and helping drive decisions to completion.

Responsibilities

  • Provides overall direction, guidance, and definition of technology architecture to effectively support business strategy.
  • Develops the enterprise viewpoint, in which the business, information and technology viewpoints are synthesized into solutions that deliver capabilities to the broader City.
  • Develops, reviews, and leads the implementation plan for the enterprise architecture based on requirements and strategies.
  • Reviews existing processes and establishes metrics to improve processes, as well as support of all architectural disciplines under their direction.
  • Leads analysis of technology industry and market trends to determine their potential impact on the enterprise architecture.
  • Ensures the integration of all aspects of architecture across the City IT organization and alignment with business strategies, objectives, and capability needs.
  • Leads the development of holistic blueprints in coordination with domain architects.
  • Participates in the business strategic planning cycle, gaining an understanding of common issues, drivers, imperatives, and objectives across the enterprise.
  • Coordinates with other plans and strategic partners, identifying opportunities for shared solutions.
  • Provides architectural leadership, guidance, and support for the broader architectural community.
  • May provide leadership, work assignments, evaluation, training, and guidance to others.
