About The Position

Serves as the strategic and operational leader responsible for driving alignment, communication, fiscal stewardship, and performance across the Information Technology department. Oversees the IT budget management, court agenda, organizational change management, internal and external communications, the IT Change Advisory Board (CAB), the Dallas County Technology Academy, and strategic partnerships with external entities such as Parkland Hospital and other agencies and institutions. Manages Open Records Requests (ORR), coordinates department-wide performance metrics and financial reporting, and ensures continuous improvement through data-driven and fiscally responsible decision-making. Plays a vital role in enabling the effectiveness of IT operations, supporting cultural transformation, and enhancing cross-functional collaboration across all IT divisions. Management Scope: Manages exempt staff.

Requirements

  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Information Systems, Computer Science, Business Administration, or in a job-related field of study.
  • Eight (8) years of progressive IT experience, with four (4) years in a senior leadership role or director-level role overseeing enterprise-level initiatives in technology, organizational change, strategic communications, or training and development.
  • Must possess a valid Texas Driver’s License and good driving record.
  • Will be required to provide a copy of 10-year driving history.
  • Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.
  • “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems.   • Ability to lead organizational change efforts, build and manage enterprise training programs, and execute comprehensive IT communication strategies.
  • Strong interpersonal, communication, and stakeholder engagement skills.
  • Knowledge of Learning Management Systems (LMS), change management frameworks, and collaboration platforms such as Microsoft 365 and SharePoint.
  • Occasional travel to County sites, vendor meetings, conferences, and industry events.
  • Ability to work in a fast-paced, evolving technology environment.

Nice To Haves

  • Master’s degree preferred.
  • Experience working in county government or public sector environments is preferred.
  • Prosci Change Management Certification, Certified Change Management Professional (CCMP), or other recognized credentials in organizational change.
  • Project management certifications such as Project Management Professional (PMP) or PMI Agile Certified Practitioner (PMI-ACP) are highly desirable.
  • Certified Professional in Talent Development (CPTD)
  • Frameworks such as ITIL or COBIT.
  • Certified Government CIO (CGCIO) designation.

Responsibilities

  • Provides strategic leadership to the Office of the CIO, ensuring alignment with departmental objectives and county-wide priorities.
  • Acts as a trusted advisor to the CIO, offering guidance on stakeholder engagement, organizational strategy, and executive communications.
  • Drives cross-functional initiatives that enhance IT governance, increases transparency, and improves strategic execution.
  • Champions a cohesive vision for organizational change, fostering collaboration and cultural transformation across the IT department.
  • Provides strategic oversight of IT budget management to ensure alignment with County priorities, funding sources, and responsible fiscal stewardship.
  • Leads the design and rollout of the Technology Academy to cultivate internal talent and accelerate technology adoption throughout Dallas County.
  • Spearheads initiatives that define and promote the future-state culture of the IT organization.
  • Oversees departmental readiness, engagement, and change management during major technology implementations and transformation efforts.
  • Leads the daily operations of the Office of the CIO, ensuring timely delivery of communications, reports, performance metrics, and strategic initiatives.
  • Oversees IT Change Management processes, including facilitation of the Change Advisory Board (CAB) to support structured decision-making.
  • Drives process optimization to streamline ORR response workflows and improves departmental efficiency.
  • Standardizes internal communications, templates, and reporting formats to promote consistency and clarity across the IT organization.
  • Manages and enhances the department’s performance dashboard and key indicators to support data-driven leadership.
  • Ensures the accurate and timely preparation of executive reports, leadership briefings, and court agenda submissions.
  • Develops and executes internal campaigns that support IT initiatives, transformation efforts, and organizational engagement.
  • Coordinates enterprise-level technology programs and special projects assigned by the CIO, ensuring alignment with strategic priorities.
  • Ensures alignment with Dallas County’s IT governance framework and applicable compliance requirements.
  • Oversees the integrity, transparency, and documentation of IT Change Management processes, including the Change Advisory Board (CAB).
  • Monitors adherence to state and local regulations governing ORR and related documentation.
  • Maintains consistency and compliance in external communications and vendor interactions.
  • Coordinates internal governance communications, including policy updates, procedural changes, and best practice implementations.
  • Collaborates with legal and compliance teams to support timely and accurate records management.
  • Oversees the preparation, accuracy, and readiness of IT-related Court agenda items, ensuring materials are complete, compliant, and aligned with County priorities and approval requirements.
  • Maintains and updates policies and procedures relevant to the Office of the CIO and its operational responsibilities.
  • Designs and maintains operational dashboards that provide the CIO with visibility into departmental performance and health.
  • Leads the development and implementation of KPIs and performance metrics across IT functions.
  • Analyzes data to identify inefficiencies, bottlenecks, and opportunities for operational improvement.
  • Establishes baselines for change adoption, communication reach, and organizational sentiment.
  • Conducts regular metric reviews with division leads and recommends targeted action plans.
  • Collaborates with IT leadership to track progress on strategic initiatives and report outcomes.
  • Leverages analytics to improve the effectiveness of internal communications and change management efforts.
  • Evaluates and optimizes external partnerships based on measurable performance outcomes.
  • Leads and mentors a high-performing team responsible for communications, change management, training, and performance metrics.
