About The Position

This role provides strategic and technical leadership to support the development, oversight, and quality assurance of a large-scale public health IT procurement, with a strong focus on RFP creation and vendor evaluation. The position collaborates closely with business, technical, and program stakeholders to ensure requirements are well-defined, processes are followed, and quality standards are met throughout the project lifecycle.

Requirements

6+ years of IT project consulting experience supporting Public Health Management Information Systems.
6+ years of experience developing and documenting business requirements for IT systems.
6+ years of hands-on IT project leadership experience guiding cross-functional teams.
6+ years of experience managing vendors, contracts, and vendor performance within IT projects.

Responsibilities

Lead and support the drafting of a comprehensive RFP in accordance with established government procurement guidelines for a large enterprise information system.
Collaborate with program and IT teams to gather, analyze, and document business and technical requirements from impacted stakeholders.
Provide technical leadership by identifying and documenting project needs, including system architecture considerations and platform migration requirements.
Ensure defined processes, quality standards, and review schedules are followed throughout the project.
Conduct detailed reviews of interim and final deliverables to confirm compliance with approved procedures and standards.
Establish, monitor, and report on quality goals, metrics, action items, defect resolution, and potential risk areas.
Advise project teams on process and procedural improvement opportunities identified during project activities.
Support all aspects of quality assurance, including applying industry best practices and developing tools and processes to meet quality objectives.
Advise on vendor evaluation components and required contractual documents such as Service Level Agreements and Data Recovery Plans.
Provide guidance on vendor management implications tied to documented requirements after contract award.
Communicate effectively with customers, project teams, and supporting resources to resolve issues proactively.
Mentor team members and share knowledge to strengthen organizational capability and productivity.
