About The Position

The IT Applications Program Administrator manages, oversees, and provides oversight for the development, coordination, implementation, and operations of the department’s application support programs and structures. This role assists and guides in establishing current and strategic direction for the City’s IT application support operational processes, by setting standards and procedures to achieve and improve application support for various City departments. Key responsibilities include managing all aspects of application support for departments within the portfolio, encompassing planning, design, processes, and procedures to ensure optimal resiliency for both cloud and on-premise applications. The administrator oversees the work of multiple IT managers and teams, including training, scheduling, and performance reviews. They conduct equipment assessments and evaluations, monitor technical staff on projects, and ensure activities remain on budget and schedule with minimal disruption. The position is crucial for operationalizing application support to enable sustainable growth and efficiencies through improved configuration, release, change management, and development. Collaboration with city departments, executive staff, peers, and vendors is essential for implementing cost-effective technologies. The administrator reviews and evaluates plans, engages with technicians for troubleshooting, and provides expertise to ensure smooth communications and consistent operational functionality of all equipment and general information technology applications. They are responsible for developing, maintaining, monitoring, and executing tasks and projects to ensure proper application configurations and availability across the City’s on-premises and Cloud environments. This includes establishing short-, mid-, and long-term goals, developing schedules, and directing evaluation activities. The role also involves overseeing the preparation of management and productivity reports, managing billing, procurement activities, and equipment. Furthermore, the administrator oversees processes to assist departments with application management in new deployments, upgrades, migrations, integrations, and configurations, and collaborates with other operational teams in testing and operational activities to meet administrative directives and standards for application support, security, data management, and infrastructure.

Requirements

  • Bachelor's Degree in Engineering, Computer Science, Development, Information Technology, or a related field.
  • Five (5) years of experience in information technology, computer science, application development, or other related experience.
  • Three (3) years performing supervisory and/or management responsibilities.
  • High school diploma or GED including nine (9) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.
  • Associate degree in any field plus seven (7) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.
  • Bachelor’s degree in Engineering, Computer Science or Information Technology field plus three (3) years of supervisory experience will meet the education and experience requirements.
  • Bachelor’s degree (or higher) in a non-specified field including seven (7) years of the required experience plus three (3) years of supervisory experience will meet the education and experience requirements.

Responsibilities

  • Manages all aspects of application support for those departments included in the portfolio; including the plan, design, processes, procedures, of the application environment to develop optimal resiliency of departmental application support, for both cloud and on-premise applications.
  • Oversees all aspects of multiple IT manager and teams’ work, including training, scheduling, performance reviews.

  • Reviews and evaluates plans, activities, and work; engages with technicians on current configuration or instrumentation troubleshooting; provides expertise, direction, and management to ensure smooth communications and consistent operational functionality of all equipment and general information technology applications.
  • Is responsible for developing, maintaining, monitoring, and executing the tasks and projects necessary to provide adequate application proper configurations and availability of the technology throughout the City’s on-premises and Cloud environments.
  • Establishes short-, mid-, and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Oversees the preparation of management and productivity reports and studies; manages and oversees billing, procurement activities, and equipment management.
  • Oversees the processes to assist departments with application management in new deployments, upgrades, migrations, integrations, and configuration for use in all departments.
  • Oversees and collaborate with other operational teams in the testing phases and operational activities to meet administrative directive and standards for application support, security, data management, and infrastructure.
  • Performs any and all other work as needed or assigned.
