About The Position

This position serves as the IT Analyst Supervisor for the Technology Services Section. The incumbent provides leadership and strategic oversight for IT project management, technology planning, and security governance across the Division. This position supervises IT contract management personnel, oversees coordination with IT vendors, and manages the implementation of major technology projects. This role requires a high degree of technical expertise, analytical ability, and project leadership to ensure that all IT initiatives align with departmental policies, security standards, and the Division’s operational goals.

Requirements

  • Knowledge of IT concepts including applications, databases, networks, connectivity, and security.
  • Proficiency in using personal computers and standard office software applications, such as word processing, spreadsheets, presentations, email, and collaboration tools, to complete work tasks efficiently and accurately.
  • Knowledge of project management frameworks, methods and best practices.
  • Knowledge of IT governance, contract oversight and budget planning.
  • Knowledge of risk management and vendor performance monitoring.
  • Knowledge of system development lifetime, change control, and quality assurance.
  • Ability to lead and coordinate multiple IT projects to meet objectives.
  • Ability to supervise and support staff, assign tasks and monitor outcomes.
  • Ability to oversee vendor relationships and ensure compliance with service levels.
  • Ability to convey technical information clearly to non-technical stakeholders.
  • Ability to plan, organize, and prioritize work across projects and contracts.
  • Ability to build and maintain effective relationships with staff, vendors and leadership.
  • Ability to analyze operational and financial data and present findings.

  • Demonstrated integrity, discretion and professionalism in handling sensitive information.
  • Bachelor’s degree in information systems management, IT business management, or IT project management or a related field.
  • Five years’ experience in information security management, IT risk management, IT auditing and/or related functions is required.

Nice To Haves

  • PMP or CISSP is preferred. If a candidate does not have PMP or CISSP, must agree to obtain certification within 12 months.

Responsibilities

  • Lead and coordinate major IT projects for the Division of Retirement, ensuring successful planning, execution, and completion.
  • Define project scope, objectives, and deliverables in alignment with Division priorities and Department IT standards.
  • Supervise project tracking, scheduling, and reporting to ensure adherence to time, scope, and budget constraints.
  • Collaborate with vendors, stakeholders, and leadership to identify project risks and implement mitigation strategies.
  • Provide direction and oversight for project management methodologies, ensuring consistent application across IT initiatives.
  • Ensure that all division IT projects adhere to established change management and quality assurance processes.
  • Serve as the primary contract manager for the division’s IT infrastructure-related contracts, including but not limited to, the IT Operations and Maintenance (O&M) Contract.
  • Oversee day-to-day vendor activities related to system operations, application development, and maintenance.
  • Review and validate vendor compliance with service level agreements, deliverables, and reporting requirements.
  • Review, prioritize, and track vendor enhancement proposals to ensure timely implementation.
  • Provide technical oversight for proposed system design changes and collaborate with stakeholders on solution feasibility.
  • Identify and escalate potential quality or performance issues to the IT Analyst Supervisor.
  • Review vendor performance metrics and ensure compliance with contractual service levels.
  • Monitor the prioritization of vendor enhancement proposals and ensure alignment with Division and Department goals.
  • Evaluate vendor deliverables and coordinate with leadership to address issues impacting performance or project timelines.
  • Provide supervisory oversight of the contractual activities managed by the Senior Project Analyst.
  • Provide guidance to contract management staff on best practices and compliance requirements.
  • Serve as the division’s back-up Security Administrator.
  • Serve as the liaison between division leadership, IT vendors, and the Department’s Information Security Manager (ISM).
  • Develop, implement, and maintain division IT security policies and procedures in compliance with Department and industry standards.
  • Conduct periodic reviews of system security settings, user permissions, and overall compliance, providing updates and recommendations as needed.
  • Lead and coordinate user security training and awareness initiatives for division staff.
  • Ensure timely onboarding and offboarding of employees, including the assignment and removal of system access, in accordance with industry standard practices and audit requirements.
  • Investigate, document, and report all security-related incidents — including those involving FRS Online — ensuring timely communication with the ISM and proper remediation.
  • Maintain comprehensive documentation for all IT or security incidents, reports, and remediation activities.
  • Oversee the division’s IT spend plan, coordinating closely with the Retirement Budget Manager to ensure financial accountability.
  • Recommend technology investments and long-term IT strategies to support business objectives.
  • Monitor and evaluate IT expenditures to ensure effective use of resources.
  • Lead planning for future technology projects, lifecycle replacements, including division licenses and certificates.
  • Provide regular reports and briefings to division leadership regarding IT financial and operational performance.
  • Ensure proposed hardware and software solutions align with enterprise architecture and division goals.
  • Oversee division-wide software and hardware lifecycle management activities.
  • Ensure the division maintains compliance with licensing requirements.
  • Evaluate and recommend system upgrades, replacements, and configurations to support operational needs.
