In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group. ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform. Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization. Unit Context: ITS Business Administration (ITSBA) manages the business of ITS and ensures strategic alignment of ITS priorities with WBG priorities. ITSBA serves as a catalyst for transformation in ITS and, 1) maintains end-to-end accountability for IT governance, performance management, and financial management; 2) develops a future-ready ITS workforce and dynamic people model; 3) leads the transformation of ITS into an adaptive organization: and 4) develops and executes a multi-year strategy and roadmap aligned with broader WBG strategic priorities. Within ITSBA, the ITS Financial Management team (ITSFM) is responsible for the financial oversight of IT including budgeting, cost management, analytics, sourcing advice, operations, contract management, and vendor partnerships. ITSFM fosters transparency, accountability, and strategic foresight in IT financial, sourcing, and vendor management to enable informed decision-making, improve cost efficiency, and ensure maximum value from IT investments. ITSFM is also committed to ongoing improvement and strategic financial planning to support the sustainable value of IT investments. Additionally, ITSFM manages the day-to-day business operations and client support of a full-service procure-to-pay IT Vendor Management System (ITVMS) and monitors sourcing activities in the industry to ensure WBG aligns with best practices to maximize and deliver business value. Duties and Accountabilities: ITSFM seeks an IT Analyst to join the IT Vendor Management System (ITVMS) team. The successful candidate should be organized, multi-disciplined, and able to perform critical and time-sensitive tasks in a fast-paced environment with competing deliverables.

Requirements

  • Minimum Education: Bachelor’s degree in computer systems, Accounting, or a related field with 4 years relevant experience or master’s degree with 2 years relevant experience
  • Practical experience and knowledge of an IT Labor vendor management system, operations, and administration
  • Strong proficiency and knowledge of WBG SAP UI with an understanding of accounting principles, IT Financial and Procurement areas
  • Expert understanding of IT environments, SaaS-based application platforms, integration technologies, and processes in relation to business needs
  • Demonstrated proficiency using an Incident Management tool/platform for ticket management and ticket trend analysis
  • General knowledge of sourcing and vendor management practices and familiarity with processes and principles
  • General knowledge of the source-to-pay (S2P) industry framework, model, or methodology
  • Ability to work on multiple assignments at once and resolve complex problems
  • Ability to work independently with minimal oversight
  • Demonstrated leadership and decision-making skills
  • Demonstrated critical thinking and good judgement to make informed recommendations and decisions
  • Strong communication skills with the ability to prepare, present, and discuss findings clearly in written and oral form
  • Employ a collaborative approach and open, helpful attitude toward others

Nice To Haves

  • Industry certifications in Agile methodologies and SAP systems are a plus.

Responsibilities

  • Perform business operations platform setup, operational, and maintenance activities such as:
  • Base system configuration management (WBG Company configurations, vendor sourcing model configurations, financial data changes, user roles, approval groups, WBG organizational hierarchy, cost centers, sites, labor types, vendor distribution lists and job posting / rate card templates). This is particularly critical when we change or refresh vendors as with the Staff Augmentation or Managed Projects/Services Vendor Refresh RFPs.
  • Integration management with internal applications and external service providers (SAP, Peoplesoft, SFTP, Cloud services providers, Mobile Platform Team, etc.)
  • Incident management and root-cause analysis with internal delivery team partners and the business operations platform vendor
  • Access management (establish end user access and User Roles)
  • Conduct data quality checks for SAP and Peoplesoft system integrations, master data, user, and supplier data to ensure system compliance and data integrity.
  • Support annual and ad-hoc operational exercises and activities such as:
  • Annual Vendor Rates Refresh for Staff Augmentation and Hourly T&M workers
  • New Job Posting template and rate table uploads to meet clients’ evolving business needs
  • Manage process improvement projects to optimize/automate workflows
  • Establish and maintain QA Testing environments with the business operations platform vendor for all new feature set testing prior to production rollout
  • Monitor and test production fixes, upgrades, and enhancements deployed by the business operations platform provider
  • Create complex Use Case Scenarios for all components of the contractor lifecycle (Job Postings, Work Orders, Revisions, Time Sheet Entry, etc., and perform full regression / new feature testing to support bi-annual Release Upgrades from the business operations platform vendor
  • Develop technical documentation and standard operational procedures (SOPs) for recurring and ad-hoc activities
  • Maintain and update operational process and system documentation including business capability models, business process models, and Use Case scenarios
  • Create custom reports in Vendor Management System (VMS) as needed, and run monthly reports and ad hoc reports as requested
  • Perform business operations Tier 2 and Tier 3 support activities for complex cases involving research; communicate resolution steps to clients and/or vendors
  • Analyze incident ticket data to support and enable decision-making; provide suggestions for process improvements
  • Anticipate, research, review, and analyze available data and relevant empirical evidence, including lessons learned to improve system performance
  • Participate in client meetings to gather business requirements for process simplification as needed
  • Suggest technical solutions for business problems and implement action plans to improve ongoing operations in ways that minimize day-to-day disruption
  • Provide input during short-term project planning efforts with team members which may include participating in short-term planning sessions with clients and documenting the discussions, agreements, and action items
  • Interact with the Sourcing and Vendor Management team members, business users, and vendor teams to troubleshoot problems and resolve issues.
  • Conduct end user training sessions for WBG staff and SVMO vendors as needed on the business operations platform functionality
