About The Position

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency. The IT Business Analyst will collaborate closely with the software engineering team, the IT Project Management Office (PMO), and business stakeholders across the Department of Aviation to translate business needs into actionable requirements, support solution delivery, and ensure successful implementation of IT initiatives. This role plays a key part in bridging technical solutions and business operations within the Department of Aviation.

Requirements

  • Strong analytical skills with the ability to interpret complex business operations and translate insights into actionable requirements and process improvements.
  • Experience in software development environments (Agile/Scrum, Kanban, or Waterfall) and familiarity with SDLC, requirement-gathering, test planning, user-acceptance testing, and deployment.
  • Excellent written and verbal communication skills; able to engage with business stakeholders, technical teams, and senior leadership.
  • Skilled in process mapping, data flow analysis, requirements documentation, user stories/use cases, acceptance criteria, and test case preparation.
  • Ability to work independently and collaboratively; manage competing priorities, handle ambiguity, and deliver results in a dynamic environment.
  • Proficiency with business-analysis and project-management tools (e.g., JIRA/Confluence, MS Visio, Excel, Power BI).
  • Customer-service mindset: able to build relationships, understand stakeholder needs, and deliver high-quality outcomes that support organizational goals.
  • Commitment to the mission of the City of Philadelphia and the Department of Aviation: driving efficiencies, delivering public value, and supporting safe, efficient aviation operations.

Nice To Haves

  • Bachelor’s degree in information systems, Business Administration, or related field (or equivalent experience).
  • Prior experience in government, aviation, transportation, or large-scale IT environments.
  • Certification in business analysis (CBAP, PMI-PBA) or project management (PMP, CAPM).
  • Familiarity with airport operations, aviation business processes, or public-sector regulatory environments.
  • Experience with data modeling, business intelligence tools (Power BI, Tableau), or process automation initiatives (RPA, workflow engines).

Responsibilities

  • Act as a liaison between business stakeholders (airport operations, administrative units, and aviation partners) and the software engineering team to gather, document, and validate business requirements, workflows, data models, and functional specifications.
  • Support the PMO with requirements management, process mapping, gap analysis, impact assessment, business case development, and test planning.
  • Collaborate with engineers, QA/test teams, deployment staff, and end users throughout the software development lifecycle to ensure solutions meet business needs and comply with department and City standards.
  • Facilitate workshops, interviews, focus groups, and working sessions to elicit and refine requirements; prepare user stories, use cases, acceptance criteria, and traceability matrices.
  • Monitor project progress, flag issues and risks, support change-control procedures, and contribute to lessons-learned and continuous improvement initiatives.
  • Analyze existing systems and data flows to identify opportunities for automation, optimization, and enhanced reporting; document findings for stakeholders.
  • Translate technical solutions into business-friendly language and prepare clear documentation, dashboards, status reports, presentations, and training materials for technical and non-technical audiences.
  • Promote a culture of collaboration, innovation, and customer focus within the IT team and across the Department of Aviation.
  • Adhere to City of Philadelphia and Department of Aviation policies, including diversity, equity & inclusion, record-keeping, cybersecurity, and accessibility standards.
