About The Position

Overview Collect, analyze, and interpret geographic information provided by geodetic surveys, aerial photographs, and satellite data. Research, study, and prepare maps and other spatial data in digital or graphic form for legal, social, political, educational, and design purposes. May design and evaluate algorithms, data structures, and user interfaces for GIS and mapping systems. Must be familiar with (capable of modifying or programing within the application) ESRI portal applications to include but not limited to: Web App Developer; Survey123; Workforce; and Story Maps. Train other watch standers and FPS personnel in the use of the applications. Coordinates with other FPS programs with geospatial elements (MIST/Telematics/etc.) Coordinates with DHS Geospatial Center of Excellence for current and potential future use of DHS provided geospatial capabilities. Background The Federal Protective Service (FPS) operates a 24x7x365 national operations center , known as the Federal Protective Service Operations Center (FPSOC) or “The Watch,” which serves as the central hub for situational awareness, information coordination, and operational reporting across FPS. FPS relies on contractor support to assist with watch desk operations, incident monitoring, information synthesis, and briefing production , ensuring timely, accurate information sharing in support of operational and leadership decision-making. Contractor personnel also support virtual Emergency Operations Center (vEOC) activities, Incident Management Team (IMT) deployments , and the maintenance of a Common Operating Picture (COP) to enable coordinated response across FPS and partner organizations. Responsibilities This position must be covered 16 hours per day, Monday-Friday and covered during the core hours of 8:00 a.m. to 8:00 p.m., and 8 hours on weekend/holiday days during the core hours of 8:00 a.m. to 4:00 p.m., the Contracting Officer Representative may adjust the start and end time based on mission requirements. Maintain situational awareness of DHS related events, incidents, and threats. Maintain COP. Provide GIS support to incident reporting, briefings and RFI’s. Maintain the GIS database, ensures data layers are updated. Maintains GIS portal FPS Group membership, archives material (outdated material and/or unused drafts) Prepare executive-level reports and products, to include Senior Leader Briefs as directed by the SWO. Produce reporting products and briefs. All duties performed under this position are done so independently. Qualifications 5 years of experience in geographic information systems analysis or related work. Security Clearance: Candidates must possess an active Secret security clearance or be eligible to obtain one. Clearance processing and entry on duty are subject to government approval, and candidates will not be permitted to begin work until all required security requirements are met. Education Educational Requirements: a BA/BS or MA/MS degree. Personnel approved for telework must maintain an approved telework plan in accordance with DHS/FPS policy. Requirements
