About The Position

Under general direction, plans, organizes, supervises and evaluates the work of an assigned section engaged in developing, enhancing, administering and maintaining the enterprise geographic information systems and database infrastructure and/or maintaining and utilizing GIS data to create complex custom products, data displays, reports, statistical analyses and other products to meet enterprise-wide internal and external customer requirements; consults with customers to stay abreast of their business and operating requirements and to ensure their technology and information needs are being met; provides professional thought leadership in areas of assigned responsibility; and performs related duties as assigned.

Requirements

  • Knowledge of: Geographic information system concepts, principles, development tools and analytical techniques; cartographic and graphic design principles and best practices; industry standard software development best practices, tools and techniques; programming theory and applicable programming and scripting languages used by the District; relational database systems including architectures, design and development principles and administration tools; data editing concepts and tools in a versioned database environment; principles, practices and uses of aerial photogrammetry and remotely sensed imagery data collection, analysis and interpretation applicable to the work; application development and administration security best practices; web services standards and web application design and development; user interface and interaction design and implementation; systems integration and optimization design concepts and techniques; District functions and associated GIS information needs; principles and practices of sound business communication; project management tools and techniques; principles and practices of customer service and internal consulting; principles and practices of effective employee supervision; District human resources policies and labor contract provisions.
  • Ability to: Plan, organize, integrate and supervise an assigned GIS technology unit; build teamwork and collaboration within unit and with other units and departments to optimize results; develop and maintain effective customer relationships with other department managers and customers; develop a "big picture" conceptual framework and apply state-of-the-art GIS and related technologies, business management and process improvement techniques to formulating integrated, efficient, cost-effective and business-based technology solutions to meet customer GIS data and access needs and issues; effectively carry out project management responsibilities; apply critical thinking skills to isolate problem causes, perform root cause analysis and formulate solutions and workarounds; identify information management issues and opportunities, analyze problems and alternatives, apply known technical solutions and develop sound conclusions and recommendations; set priorities and allocate resources to most effectively meet needs in a timely manner; develop and implement appropriate procedures and controls; prepare clear, concise and accurate reports and other materials; communicate clearly and effectively to diverse audiences of technical and non-technical personnel, orally and in writing; exercise sound independent judgment within general guidelines; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues; establish and maintain highly effective customer-focused working relationships with all levels of management, employees, consultants, contractors, vendors and others encountered in the course of work.
  • A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.

Nice To Haves

  • The ideal candidate would have more than five years of experience in GIS technology, including extensive experience with the ESRI suite, including Survey123, Dashboards, Field Maps, and ArcGIS Portal; the candidate should have an in depth understanding of relational database systems, programming languages, web application development, and industry best practices for addressing complex GIS data needs and system integrations; have strong leadership skills and the ability to foster teamwork and a collaborative environment; should have strong communication, customer service, and interpersonal skills to maintain positive relationships with other department managers and customers; this candidate should be skilled in project management, problem-solving, and developing innovative, cost-effective solutions to meet customer requirements.
  • Experience in a government or public utility setting is highly desirable.
