About The Position

Oneida Professional Services is seeking a highly skilled Instructional System Designer (ISD) IV / Developer to design, develop, modify, and maintain high-quality distributed learning and instructor-led training products in support of the U.S. Army Medical Center of Excellence (MEDCoE). This role requires deep expertise in instructional design, educational technology, and multimedia integration—along with a strong understanding of medical training requirements for military audiences. The ISD IV works both independently and collaboratively on mission-critical training programs and may oversee junior instructional staff. This position requires a high level of technical competency, creativity, and leadership within complex development environments.

Requirements

  • Master’s Degree in Education or related field (Bachelor’s Degree plus 12+ years of experience may qualify).
  • 10+ years of general instructional system design experience.
  • Experience leading development efforts for complex or mission-critical training programs.
  • Minimum 3 years of experience developing training for a medical or healthcare audience (required).
  • Demonstrated proficiency with multimedia development tools (Articulate, Captivate, Storyline, Rise, Adobe Creative Suite, etc.).
  • Experience writing curriculum for DoD or Center of Excellence environments.
  • Strong analytical skills and ability to process large data sets.
  • Strong visualization, communication, and facilitation skills.
  • Technical knowledge of education delivery systems, SCORM/508 compliance, and LMS functionality.

Nice To Haves

  • Experience supporting a DoD Center of Excellence, preferably MEDCoE.
  • Expertise in human-centered design and learner-centric instructional strategies.
  • Familiarity with medical doctrinal content used for Army medical training.
  • Experience managing or mentoring less-senior instructional designers or developers.

Responsibilities

  • Create learning materials grounded in sound educational theory and best practices in instructional technology, software, multimedia, and programming. All materials must be medically accurate and appropriate for military medical training environments.
  • Support the instructional design team through development, revision, and maintenance of MEDCoE training products.
  • Develop new distributed learning products including IMI, video, audio, job aids, assessments, and end-of-course surveys ensuring alignment with course objectives and Army standards.
  • Modify and update existing learning products developed in tools such as Adobe Creative Suite, HTML, Articulate, Captivate, Adobe Presenter, Storyline, Rise, etc.
  • Integrate media components into asynchronous and synchronous training using approved applications (e.g., Captivate, Storyline, Articulate, Rise). Demonstrated experience with medical-training media integration is required.
  • Assist in strategy development to evolve instructional design practices using human-centered design principles and equity-focused solutions tailored to diverse military medical training needs.
  • Provide instructional design coaching, subject matter guidance, and training to Government and military personnel.
  • Manage the logistics of delivering training materials, files, and equipment.
  • Support testing, certification, and maintenance processes for a variety of courses.
  • Present courseware modules following instructional design models and client guidelines.
  • Evaluate learning outcomes, conduct after-action reviews, and implement continuous improvements.
  • Perform 508 and SCORM compliance validation, operability troubleshooting, and LMS compatibility testing.
  • Apply limited programming skills (Java, HTML, XML) to support courseware development and performance.
  • Manage large datasets, conduct data reduction, perform editing, and perform Internet research to support training content needs.
  • Establish and maintain tracking systems for all relevant files, documents, and correspondence related to training development and delivery.
  • Load and maintain courseware files, coordinate repair options with training proponents, re-develop unrecoverable courseware, and complete academic documentation.
  • Conduct research and produce plans, briefings, communications, and policy recommendations supporting instructional design efforts.
  • Lead collaborative development processes with government and contract instructional designers, media specialists, programmers, SMEs, and project sponsors.
  • Ensure all written materials are clear, cohesive, grammatically correct, and compliant with Army writing standards.
  • Provide detailed updates to the Instructional Design Creative Director, corporate Program Manager, and COR regarding issues that require leadership attention.
  • Prepare milestone tracking reports, risk documentation, and mitigation plans as needed.
