The Institutional Intelligence Correctional Lieutenant plays a critical role within the correctional facility by ensuring the safety and security of the institution. This position is responsible for overseeing and coordinating intelligence efforts to provide timely briefings to the warden, assistant warden, and security chief on current intelligence statuses or changes. The Lieutenant collaborates closely with investigative staff (including law enforcement and correctional personnel), intelligence analysts, and other correctional staff to gather, analyze, and disseminate intelligence information. This role requires a strong understanding of correctional intelligence, investigative techniques, and facility operations to ensure a proactive approach to maintaining safety and security. Develop and implement intelligence-gathering strategies and procedures. Identify and analyze potential threats to the facility's security. Monitor inmate activities, security threat groups, and potential disturbances. Collect and analyze information from various sources, including inmate interviews, surveillance, and electronic communications. Respond to security incidents and emergencies. Supervise and evaluate the performance of CO Institutional Intelligence Sergeants Provide leadership, guidance, and support to the CO Intelligence Captains, Major, Executive Directors, and intelligence leadership team. Ensure all reports are timely and accurately reported for decision-making, and planning to take necessary action. Utilize analytical tools and techniques to assess the credibility and reliability of intelligence information. Identify patterns and trends in criminal activity within the facility. Produce timely and accurate intelligence reports and briefings. Share intelligence information with relevant agencies and utilize the IID chain of command. Conduct primary investigations into the facility's criminal activity, contraband, and security breaches. Interview inmates, staff, and witnesses. Collect and preserve evidence. Collaborate with outside agencies to conduct joint investigations when directed by IID Executive leadership. Complete the daily pass-down log which involves documenting important information, updates, and relevant details that need to be communicated to the next shift or personnel. Develop and recommend security protocols and procedures to institutional leadership (Warden, Asst Warden, Security Chief) to mitigate identified or probable threats. Conduct security assessments and vulnerability analyses. Monitor and control access to the facility. Develop and maintain open lines of communication with institutional Executive leadership. Develop and maintain lines of communication with STG leadership and other informal IID leadership in order to obtain actionable intelligence. Build and maintain relationships with law enforcement units, and other internal partners. Collaborate with internal departments, such as corrections, medical, and psychological services. Share, advise and train intelligence information and best practices with other correctional facilities.

Requirements

  • High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.
  • Two years of experience leading the work of Correctional Officers in the custody and security of adult inmates or in performing advanced work as a Correctional K-9 Officer or Correctional Internal Security Officer.
  • Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period, (Correctional Services Article, Section 8-209).
  • Employees in this classification hired or reinstated on or after July 1, 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.
  • Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Employees in this classification may be required to operate large vans for transportation of inmates. Employees assigned these duties will be required to acquire a Class C Maryland driver's license.
