About The Position

This position supports the California Department of Public Health's (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. The Information Technology Services Division (ITSD) leverages data and technology to advance goals and inform action and accountability. The incumbent works under the Information Technology Supervisor II of the Center for Health Care Quality Applications Systems Support.The Information Technology Specialist I (ITS I) functions as a high-level, advanced technical specialist. The ITS I performs work independently and serves as part of a highly skilled, interdisciplinary technical team providing technical expertise in support of the Center for Health Care Quality (CHCQ) business applications. The ITS I serves as a project leader, responsible for providing analytical and complex programming services in support of CHCQ. The ITS I will identify the causes of production problems and assist the Information Technology Supervisor II in leading the planning and implementation of appropriate technical solutions by applying, developing, and implementing information technology solutions for CDPH system problems to achieve desired results. The ITS I applies knowledge of the System Development Life Cycle (SDLC) principles and techniques to analyze CDPH business processes to develop new, and to enhance and maintain existing information technology system applications. The ITS I will perform duties in the Software Engineering and System Engineering domains. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Nice To Haves

  • Experience: 2 years or more of direct experience in application developing or programming
  • Understanding and ability to participate in all phases of the SDLC including gathering requirements, systems analysis, design, programming, integration, testing, deployment, administration, technical support, disaster recovery and production maintenance.
  • Ability to develop and implement system plans, schedules, prioritization of all production, and project-related IT-business activities.
  • Experience with application development tools and technologies, especially C# and Power Apps
  • Experience with MS SQL Server and Oracle database design/development.
  • Experience with cloud computing and infrastructure.
  • Ability to apply creative thinking in the design and development of methods of processing information with information technology systems.
  • Strong work ethic with the ability to work independently, and to prioritize and manage work to meet critical timelines.
  • Excellent communication skills and team player spirit coupled with problem analysis and solving abilities.
  • Experience in maintaining database objects such as tables/views/stored procedures/functions/triggers.
  • Ability to work under pressure and quickly learn new concepts.
  • Ability and willingness to learn new tools.
