About The Position

Are you ready to take on a dynamic role at the heart of California's financial technology operations? We're seeking a motivated and detail-oriented Information Technology Specialist I (ITS I) to join the team supporting the Financial Information System for California (FI$Cal). In this role, you'll work independently leading complex IT procurement efforts that are essential to the success of California's financial infrastructure. You'll be responsible for planning, developing, evaluating, and executing procurements for a wide range of IT goods and services, including competitive and non-competitive acquisitions, leveraged procurement agreements, and high-risk or high-value solicitations. Your expertise will be critical in advising leadership and project teams on procurement strategy, market research, contract development, and compliance with state and federal laws. Working primarily in the Business Technology Management domain, you'll conduct in-depth research and analysis to support procurement decisions, develop innovative solutions to acquisition challenges, and collaborate with both internal and external stakeholders. You may also take on lead roles in procurement efforts, train evaluation team members, serve as the Procurement Card Coordinator, and provide guidance to less experienced staff. You will find additional information about the job in the Duty Statement. At FI$Cal, we currently offer a remote-centered position with the flexibility of telework up to three days per week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee. This position requires prolonged sitting in an office-setting environment with the use of a personal computer. Requirements

  • To be list appointed for placement in the Information Technology Specialist I classification, you must take and pass the examination.
  • Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with Department of FISCal.
  • Applicants must meet the Minimum Qualifications stated in the Classification Specification(s).

Nice To Haves

  • Experience working with IT consulting contracts, including reviewing, processing, and monitoring contract deliverables.
  • Experience preparing contract documents, such as Purchase Orders (PO), STD 213/STD 215 agreements, Statements of Work (SOW), and Requests for Offer (RFO).
  • Experience utilizing DGS IT Leveraged Procurement Agreements.
  • Experience applying state laws, policies, and directives,such as SIMM, SAM, Public Contract Code (PCC), State Contracting Manual (SCM), Tech Letters, and Broadcast Bulletins.
  • Experience evaluating and assessing bids/offers, including reviewing vendor proposals for compliance, cost, and requirements alignment.
  • Experience developing and documenting processes and procedures to support activities and improve workflow efficiency.
