The Information Technology Division provides software development and support to the Department's mission-critical Developmental Center and Regional Center applications. The Developmental Centers are state-run facilities that provide round-the-clock medical and residential care to individuals with disabilities in California. Working under the direction of the Enterprise Application Services Branch Chief and the Chief Architect, the incumbent functions as a subject matter expert of the Cost Recovery System (CRS), performing a wide range of complex analysis, design, and programming tasks for the section. The incumbent is expected to work independently with minimal supervision and provide mentoring to coworkers on the team. This specialist resolves software issues and enhances the software at the request of our business customers or because of federal or state mandates. The Cost Recovery Section supports legacy system software running on an IBM mainframe platform that creates healthcare claims for the consumers in the Developmental Centers and State Hospitals, bills those claims out to Medicare, Medi-Cal, and private insurers, and then collects reimbursements from the insurers to help offset the cost of care for the consumers at the Developmental Centers and State Hospitals. Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.
