About The Position

The Information Technology Division provides software development and support to the Department's mission-critical Developmental Center and Regional Center applications. The Developmental Centers are state-run facilities that provide round-the-clock medical and residential care to individuals with disabilities in California. Working under the direction of the Enterprise Application Services Branch Chief and the Chief Architect, the incumbent functions as a subject matter expert of the Cost Recovery System (CRS), performing a wide range of complex analysis, design, and programming tasks for the section. The incumbent is expected to work independently with minimal supervision and provide mentoring to coworkers on the team. This specialist resolves software issues and enhances the software at the request of our business customers or because of federal or state mandates. The Cost Recovery Section supports legacy system software running on an IBM mainframe platform that creates healthcare claims for the consumers in the Developmental Centers and State Hospitals, bills those claims out to Medicare, Medi-Cal, and private insurers, and then collects reimbursements from the insurers to help offset the cost of care for the consumers at the Developmental Centers and State Hospitals. Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave. Requirements

  • Minimum Requirements in the Class Specification
  • Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length.
  • Describe your experience working with legacy systems, specifically those running on IBM mainframe platforms. How have you contributed to maintaining or enhancing such systems, and what challenges have you faced in this environment?
  • Explain a time when you identified a critical software issue within a legacy system. What steps did you take to analyze, design, and implement a solution? How did you ensure the issue was resolved effectively?
  • How open are you to learning emerging technologies like AI, AWS, Cloud computing, etc and applying them to your work needs? What new technology excites you the most and what's your take on replacing legacy systems with modern technologies?
