About The Position

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE. Are you looking for a fast-paced and challenging position that will provide you with extremely valuable software development operational engineering experience, variety of assignments, and exposure to multiple levels of management and staff in the Employment Development Department (EDD), Information Technology Branch (ITB)? The EDD is looking for a highly motivated and qualified individual to work in the Product Development Division of the ITB State Disability Insurance Operations Section as a Development Operational Engineer. The IT Specialist I position reports to the State Disability Insurance Operations Manager and performs a wide range of system operational maintenance and project related system application set up/deployments. The Development Operational Engineer will work with various internal departments identify and define problems or issues, analyze and document business requirements, triage and resolve new code deployments into various test systems as well as maintain existing code working throughout the System Development Life cycle. This role will experience a range of responsibilities from assisting with code deployment, maintaining and creating new system set up documentation, managing/creating schedules for project go-live deployments and system maintenance, facilitate meetings, explore and present system set up solutions, and assist with exploring any application operational issues reported by either internal or external customers. The successful candidate has excellent verbal and written communication skills, strong attention to detail, the ability to prioritize multiple tasks with competing deadlines, and can work independently as well as part of a team. This position is located in the heart of downtown Sacramento at EDD's headquarters office at 800 Capitol Mall, Sacramento and is eligible for telework under EDD's telework policy. The amount of telework is at the discretion of the Department and is subject to change as business needs arise. Employees are required to report to their headquarters office on their assigned in-office days. Travel expenses to and from the assigned headquarters are the responsibility of the employee.   • Hands on experience with object-oriented programming and languages (C#, JavaScript, etc.)
  • Experience as a software developer leveraging with C#.NET, ASP.NET 4.7 or above, Microsoft Visual Studio 2017 or above, Microsoft SQL 2016 or above, and Azure DevOps to deliver solutions
  • Experience managing operations of Web Services, RESTful APIs
  • Knowledge of SQL Server Integration Services and SQL Server Reporting Services
  • Ability to design, implement, and manage continuous integration and continuous deployment pipelines using tools such as GitHub, Azure DevOps
  • Proficiency in using Azure DevOps or GitHub for version control, including branching, merging, and pull request workflows, preferably within a collaborative team environment
  • Familiarity with major cloud providers such as AWS, Azure, or Google Cloud Platform, and ability to deploy and manage infrastructure using cloud-native services and IaaS offerings
  • Ability to write scripts and automate tasks using scripting languages like PowerShell, and familiarity with programming languages such as c# is a plus
  • Understanding of principles and best practices in on-premises, cloud environments, including knowledge of network security, encryption, access control, and compliance requirements
  • Effective communication skills and the ability to collaborate with cross-functional teams, including developers, QA engineers, and system administrators
