About The Position

Under administrative direction provided by the CSPS Functional Team Chief (ITM II), the Testing, Interface and Reporting Manager (ITM I) is responsible for managing the testing, interface and reporting teams performing a variety of complex analytical and IT support activities for the CSPS IT Project, a project to improve and replace the current personnel and payroll systems. CSPS will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control administration, personnel administration, benefits administration, time management, and travel advance and expense management) and Payroll with employee self-service and streamlined business processes using innovative technology solutions of CGI Advantage. The incumbent will influence the design of the future solution and organization and will lead a team performing the most complex analysis of business and technical needs with project management tasks, which include personnel and payroll systems design planning and implementation activities for a highly complex IT project. The incumbent must demonstrate the highest level of expertise in business systems analysis techniques and System Development Lifecycle (SDLC) practices, Software Testing Life Cycle (STLC), the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), Change Control principles and practices, Information Technology Security concepts, and customer service concepts. The incumbent will manage a team that has full responsibility for the interface and report development and testing for all business capabilities for the future solution. The incumbent is responsible for planning, organizing and directing the work of several information technology specialists and a variety of consultants; setting IT policy, IT program goals and objectives; and ensuring the future solution implementation is in conformance to the organization's policies and objectives. They will be responsible for ensuring that all requirements are met, the solution meets the business need, and functions as expected.

Responsibilities

  • Manages the testing, interface and reporting teams with full responsibility for interface analysis and design validation, report development, executing the full software testing life cycle, and implementation of the future solution to ensure that business needs and requirements are met and the system functions within designated parameters. Ensures the work complies with industry/project standards.
  • Provides leadership in the identification, quantification, and mitigation of project issues and risks. Provides strategic leadership in discussions regarding process design, change impacts, and potential issues to help remove barriers and keep the project on track. Responsible for ensuring the full traceability within the requirements management tool as it relates to interface and report development and testing.
  • Develops/influences the future solution policies, goals and objectives and ensures the implemented future solution meets those goals and objectives.
  • Lead and manage teams to improve knowledge, skills and abilities and work performance. Develop and maintain a high performing organizational culture. Provide opportunities for experience and advancement. Ensure the staff have the proper training needed to perform their critical role.
  • Assists in the planning of the future organization with executive management. Identify resource needs and develop or provide input into the development of budget requests. Recruit, manage, and monitor the performance of the Testing, Interface and Reporting teams and their activities.
  • Work with the Project Management Office, Organizational Change Management and Technical teams to ensure project artifacts (schedule, metrics and reporting) are updated timely.
  • Ensure project tasks are on schedule. Independently lead mitigation activity to bring work activity back into compliance with baselines. Keep executive management informed of the project progress and any issues that arise.
  • Collaborate with the Contract Manager and subordinates to obtain and manage contracted resources. Monitor vendor work performance and progress in completing deliverables pursuant to the contract. Review and approve vendor contract work and deliverables.
