About The Position

Under general direction provided by the California State Payroll System (CSPS) Technical Chief (Information Technology Manager II), the Integration Manager is responsible for the planning, coordination, development and management of all activities related to the integration of software programs, applications, and third-party systems into a new cloud based SaaS to meet the business requirements of the CSPS future solution. The CSPS IT Project is a project to improve and replace the current personnel and payroll systems for the State of California. CSPS will deliver a cloud-based SaaS solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, and time management), Travel and Expense and Payroll with employee self-service and streamlined business processes. Due to the complex nature of HR and Payroll Services within the State of California it is anticipated that the future solution will require hundreds of integrations between external departments and third party vendors to achieve the various business processes that are required to execute payroll for 300,000 state employees. The incumbent must demonstrate the highest level of expertise in business systems analysis techniques and System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), Change Control principles and practices, and customer service concepts.

Responsibilities

  • Maintains technical integration services to transition established on premise data interfacing to a cloud-based SaaS solution for internal and external resources, including managing the data requirements, standards, and constraints. Creates, revises, and communicates standards and procedures to other technical teams as necessary, and provides test or technical assistance to interfacing teams.
  • Oversee the critical steps within the Software Development Life Cycle (SDLC) components that impact enterprise wide development and architecture standards.
  • Oversees the data policies and processes of transitioning to a cloud-based SaaS, and translating from integrated multi departmental sources into a vendor provided solution. Ensures data integrity and validation through continued analysis and monitoring from ingress and egress sources internally and with partners or peers. Responsible for developing and maintaining an application integration architecture blueprint for the organization.
  • Ensures interfacing, data, and other security standards are being met in accordance with State Controller's Office standards. Provides triage, isolation, remediation, and coordination for outages as it relates to system issues impacting transfer and processing of the aforementioned interfaces which are critical for data transfers. This includes managing technical meetings for communications to internal parties, downstream partners, or customers.
  • Manages the preparation and presentation of reports to internal and external stakeholders. These reports include metrics and evidence based reporting on development or production issues in the processes, deliverables, and the technical infrastructure. These would be in the form of ongoing project status reports, trend analysis, and recommendations for issues. Provide expert advice to management on the use of integration technology, data architecture and modeling and integration best practices.
  • Oversee the development of and implementation of standardized operational processes, procedures, and documentation of daily staff workloads. Strives to achieve continual service improvement similar to the six-sigma continuous improvement process for workloads within the incumbent's purview.
  • Ensures effective management of all resources assigned to the project including state staff and vendor staff. Leads and provides strategic direction to the project team and vendor staff to ensure project workloads can be delivered on time and within scope by forecasting, planning, and adjusting workload.. Identify and perform analysis on potential changes following the CSPS Change Control process for scope, schedule and cost.
  • Develops and maintains effective communication and working relationships within the department and amongst contracted vendor representatives, State control agency administrators, governmental entities, and outside stakeholders.
  • Ensures subordinate staff comply with all the Department's policies, office standard operating procedures and protocols. Performs and oversees responsibilities related to staff management and development. Enumerates on current and future staff resources and training needs. Ensures performance standards and expectations are met. Provide training, mentoring, and providing feedback to staff through departmental and project level standards.
  • Lead or assist in workloads in the support of the technical and functional readiness and ability of the CSPS teams to complete the project's deliverables.
