The Role: GM Defense is seeking a strategic and execution‑focused ISV Capture and Proposal Manager to lead capture, proposal development, and early program transition activities for Infantry Squad Vehicle (ISV) and related pursuits. This role is ideal for a leader who thrives in ambiguity, influences across functions, and drives disciplined capture and program readiness. You will serve as the capture and proposal lead for domestic and international ISV opportunities—shaping customer requirements, developing competitive strategies, and guiding cross‑functional teams through compliant, compelling proposal submissions. After award, you will support the Program Manager in establishing start‑of‑work plans and meetings, aligning resources, and ensuring a smooth handoff into execution. A key responsibility in support of the program managers is managing the risk and opportunity portfolio across all ISV FoV programs and efforts. You will identify and elevate issues early, frame decisions for leadership, and drive mitigation or capture actions that protect program performance and value. This role requires strong leadership, proven capture/proposal experience, and the ability to bring clarity, structure, and momentum to complex efforts.

Requirements

  • Bachelor’s degree.
  • 10+ years of relevant experience.
  • 4+ years' experience in program management, capture, contracting, or related fields with U.S. or international government contracting and RFP processes.
  • Candidate must be a U.S. Person (U.S. citizen, U.S. permanent resident, asylee or refugee).
  • Proficiency with program financial management.
  • Proven ability to lead high‑performing, cross‑functional teams.
  • Strong communication, framing, and stakeholder‑influencing skills.
  • Demonstrated ability to operate effectively in ambiguous, fast‑moving environments.
  • Proficiency in MS Office (PowerPoint, Excel, Word, Project).
  • Understanding of financial tracking during program execution.
  • Ability to travel up to 25% domestically and internationally, and support business hours across multiple international time zones.

Nice To Haves

  • MBA, JD, MEng, or equivalent advanced degree.
  • Experience with defense acquisition frameworks and familiarity with business development, engineering, manufacturing, finance, and supply chain functions.
  • Experience with international customers and localization requirements.
  • Background in vehicle or complex mechanical system development/manufacturing.

Responsibilities

  • Lead all ISV capture and proposal activities in partnership with the GMD Capture Manager.
  • Shape technical and programmatic solutions with the PEM to ensure proposals are executable upon award.
  • Develop compliant, competitive responses to RFIs/RFPs, including win themes and proposal narratives.
  • Support post‑award transition, establishing start‑of‑work plans, metrics, and cross‑functional alignment.
  • Develop project schedule, cost, performance, and resource planning in collaboration with program team.
  • Own risk and opportunity management across ISV programs, driving timely mitigation and decision framing.
  • Prepare concise, high‑quality materials for internal reviews and external government engagements.
  • Build and maintain Level 5 WBS structures aligned with MIL‑STD‑881 for cost/schedule traceability.
  • Integrate functional inputs across engineering, supply chain, finance, and manufacturing.
  • Drive on‑time completion of capture and early execution milestones.
  • Demonstrate organizational agility, business acumen, comfort with ambiguity, and strong prioritization.
