About The Position

The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers in order to enhance and promote the local economy. The Mayor’s Office of Employment Development (MOED) is seeking an experienced Industry Specialist to support the Roads to Careers program. This role will focus on building and maintaining strong relationships with skilled trades, unions, and registered apprenticeship programs. The role connects participants to high-demand opportunities and helps ensure access to training and long-term career pathways. The ideal candidate will be skilled in relationship building, detail-oriented, and highly knowledgeable about coordinating services and skilled trade industries.

Requirements

  • At least 3 years of experience in the skilled trades (HVAC, Welding, Electrical, Construction, CDL-related fields, etc.) or equivalent combination of education and hands-on industry experience.
  • At least 3 years of experience in workforce development and apprenticeship systems.
  • Excellent verbal and written communication skills, including the ability to network, build, and maintain professional relationships
  • Demonstrated ability to develop, foster, and maintain strong working relationships with program participants, MOED staff, employers, unions, and training partners.
  • Experience/exposure to trade/technical settings.
  • Strong organizational skills
  • High attention to detail and ability to manage multiple priorities simultaneously.
  • Proficiency in Microsoft Word, Excel, Outlook, and the ability to learn agency and state-level software system

Responsibilities

  • Relationship Building & Industry Outreach
  • Build and maintain partnerships with skilled trades, unions, and apprenticeship programs.
  • Promote program services through outreach, digital platforms, and community engagement.
  • Represent MOED at industry meetings, community events, and recruitment fairs.
  • Identify industry trends, hiring needs, and emerging career pathways.
  • Program Coordination & Participant Support
  • Maintain knowledge of training resources and support services.
  • Assist participants in transitioning into skilled trade opportunities.
  • Ensure participants meet entry requirements for apprenticeships.
  • Support data tracking and accurate documentation.
  • Collaborate with internal stakeholders (e.g., Apprentice Manager, Workforce Managers, and other key partners) and external stakeholders (e.g., Funders Collaborative, Unions, and other key partners) to improve participant outcomes.
  • Participate in all workforce coordination meetings, including but not limited to the Baltimore Training Directors Meeting, National Workforce Funders’ Collaborative, and Maryland Apprenticeship and Training Council-related convenings.
