The Energy Development Services Division administers programs that provide financing and incentives to homeowners, renters, businesses, organizations, nonprofits, Tribes, schools, consumer-owned utilities, and public bodies installing projects that increase energy efficiency, generate renewable energy, encourage community resilience, or support the alternative fuels market. WHAT YOU WILL BE DOING You will support the agency’s Heat Pump Purchase Program (HP3) and other federally or legislatively mandated Energy Development Services (EDS) programs by providing advanced program coordination, data oversight, and stakeholder engagement. The position provides research, technical review, and analysis for the agency’s HP3 program serving as a primary reviewer and ensuring compliance with program statutes and rules. This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday–Friday. For the first three (3) months, the incumbent, if new to the division, will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, on Fridays. Thereafter, the incumbent will be expected to work at least six (6) workdays at the central workplace each calendar year and attend pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed. This is a full-time, limited-duration position that is not represented by a union. Limited duration positions are benefit-eligible positions with a designated maximum length of service. Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Energy Incentive programs that demonstrates the capacity for the knowledge and skills; and two years’ experience coordinating or administering a program OR Any combination of experience or education equivalent to five (5) years of experience that typically supports the knowledge and skill requirements listed for the classification.

Nice To Haves

  • Experience evaluating program guidelines and utilizing analytical skills and sound decision-making skills to assess compliance and ensure consistency in the application of program rules.
  • Experience conducting outreach and maintaining positive relationships with the public, stakeholders, diverse community/stakeholder groups, other agencies, and Tribal and local governments.
  • Experience maintaining a database, capturing data, updating data, analyzing data, generating reports, and reporting out to stakeholders.
  • Experience working in or with governmental agencies.
  • Willingness and ability to travel regularly throughout the state, as needed
  • Knowledge about renewable energy systems or energy resilience is preferred but not required.
