About The Position

This position is located at North Carolina Correctional Institution for Women (NCCIW) in Raleigh, North Carolina. NCCIW serves as the flagship facility for female offenders in the state. It functions as the primary processing center for the majority of newly incarcerated individuals and also houses pretrial detainees. The institution has the capacity to house approximately 1,700 offenders and provides primary support to the state’s other female facilities. The HSPM III provides administrative oversight and direction to behavioral health staff within the Behavioral Health Section at NCCIW. This role supervises more than 20 licensed and unlicensed mental health professionals, including unit-specific supervisors, staff psychologists, licensed clinical mental health counselors, licensed clinical social workers, behavioral specialists, and administrative support staff. The position works collaboratively with psychiatric services to ensure appropriate levels of mental health care for this vulnerable population. In addition to administrative responsibilities, the HSPM III maintains a reduced caseload of offenders and may provide direct services, including mental health assessments, individual and group therapy, treatment planning, and case consultation. The HSPM III directs the daily operations of the outpatient therapeutic setting and provides indirect oversight of additional treatment settings, including the inpatient mental health unit. The role also provides regular updates to executive leadership within Health Services, conducts staff trainings and meetings, and presents at on-site multidisciplinary meetings. This position is based in an office located within the secure perimeter of the facility. The role requires regular work in secure areas and direct interaction with the female population.

Requirements

  • Master's degree in a disciple specific to the program from an appropriately accredited institution and four years of experience in the area of assignment, including two years in a supervisory or consultative capacity; or
  • Bachelor's degree in a discipline specific to the program from an appropriately accredited institution and six years of experience in the area of assignment, including two years in a supervisory or consultative capacity; or
  • an equivalent combination of education and experience.

  • Demonstrated understanding of the policies, procedures and funding mechanisms of the state and federal programs that govern area of assignment.
  • Documented knowledge of compliance monitoring, program reviews, resource management, appeals, records and documentation.
  • Documented knowledge and experience of direct services, including mental health assessments, individual and group therapy, treatment planning, and case consultation.
  • Skill in the analysis and evaluation of programs and developing/presenting reports.
  • Ability to communicate effectively orally and in writing with Division staff, other state agencies, service providers, stakeholder groups, legislative committees, and various advisory councils.
