About The Position

Direct the operational and strategic mandate of the NC Division of Services for the Blind, overseeing budget administration, policy development, and program implementation. Spearhead cross-sector initiatives to enhance workforce inclusion and independent living for consumers across the state who are blind, deaf-blind, or have low vision. As the Division’s primary spokesperson, this position requires proven skill in establishing collaborative partnerships with federal agencies, internal leadership, and community advocacy groups to overcome systemic barriers. The Director acts as the primary liaison to a diverse network of partners, including the Commission for the Blind, the Elected Committee of Blind Vendors, university training programs, the Governor Morehead School, and the State Library for the Blind. In this role, the Director brings proven success to maintain and grow collaborations, brings strong communication skills and proven success in managing and supporting a large state-wide organization.

Requirements

  • Master's degree in a discipline relative to the program, business, or public administration from an appropriately accredited institution and five years of managerial or supervisory experience in a closely related programmatic area.
  • Bachelor’s degree university as indicated above from an appropriately accredited institution and seven years of experience in a closely related program, six of which must be managerial or supervisory experience in a closely related programmatic area.
  • An equivalent combination of education and experience.

  • In-depth historical and current knowledge of federal and state laws governing services for the blind and the mandates of the Workforce Innovation and Opportunity Act.
  • Thorough knowledge of the circumstances and the needs of those served by the Division.
  • Strategic stakeholder engagement and coalition building including skill in articulating the mission and mandate of the division at many levels.
  • Demonstrated skill leading a large organization including focus on workplace culture and positive vision.
  • Successful oversight of complex budgets, oversight of grant administration and outcomes data that can be translated and shared in support of the goals of the division.
