About The Position

This role exists to strengthen Ohio’s response to child and youth human trafficking within the child welfare system. You will help ensure that trafficked children are identified early, served appropriately, and supported through coordinated systems of care. You will collaborate with partners across the state, including the Ohio Department of Public Safety and its State Anti-Trafficking Coordination efforts, as well as county children services agencies, courts, and community organizations. Requirements

  • Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
  • completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field; 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
  • 24 mos. exp. as Human Services Specialist 2, 69452, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).

Responsibilities

  • Design and deliver training for caseworkers, supervisors, assessors, administrators, courts, caregivers, and partner agencies.
  • Provide train-the-trainer instruction to state training networks.
  • Offer consultation to county agencies on applying policy to practice.
  • Review vendor-created curriculum, particularly around anti-human trafficking, to ensure alignment with agency standards and industry best practices.
  • Support statewide use of improved trafficking screening tools.
  • Research, analyze, and draft state-level policies and procedures related to anti-human trafficking and child welfare.
  • Interpret federal and state regulations where guidance may be broad or non-specific.
  • Develop policies and protocols specifically addressing foreign national child victims of trafficking.
  • Evaluate outcomes and revise policies based on implementation feedback and best practices.
  • Ensure consistent application of policies across central and field offices.
  • Serve as a point of contact for counties on human trafficking and child welfare questions.
  • Represent the agency on statewide committees and stakeholder groups.
  • Provide suggested response to inquiries from legislators, government officials, providers, and the public.
  • Participate in program evaluation and systematic process improvement efforts.
  • Assist with learning management system (LMS) functions.
  • Maintain detailed records of policy and curriculum development.
  • Travel statewide for meetings, trainings, and conferences.
  • Produce reports, correspondence, and documentation.
