About The Position

The Department of Justice, Office of Attorney General Liz Murrill, is seeking applications for a Human Resources Supervisor - Org Management in the Administrative Division. Salary offered will be commensurate with the qualifications and experience of the candidate selected. The position will be domiciled in Baton Rouge, Louisiana, East Baton Rouge Parish. Offers of employment are contingent upon satisfactory background check, drug testing, and reference verifications. The selected candidate will be responsible for being a subject matter expert in organizational structure, position control, and hiring processes for approximately 550 unclassified employees. The role supervises HR Generalists and support staff and works under the direction of the Human Resources Manager/Program Director. This position requires strong analytical ability, independent judgment, advanced knowledge of the LaGov HCM system, and excellent leadership and communication skills. The position of Human Resources Supervisor in the Administrative Division may consist of, but is not limited to, the following duties:

Requirements

  • A Bachelor's Degree in Human Resources or related field is preferred
  • Four or more years' professional level experience
  • Supervisory experience is preferred
  • Preference may be given to candidates with professional level experience in State Government Human Resources in the following areas: LaGov HCM Organizational Management Talent Acquisition/Recruitment

Responsibilities

  • Supervises HR Generalists, OM/OA staff, students, and part-time personnel; assigns work, approves leave, and conducts performance evaluations
  • Manages OM functions including position control, organizational structure, organizational charts, cost center updates, and vacancy management
  • Establishes priorities, work standards, and methods for tracking performance and program success
  • Provides leadership and motivation to ensure HR program goals and service commitments are met
  • Develops and updates internal HR policies, procedures, and SOPs as needed
  • Ensures compliance with federal and state laws, and LADOJ policy
  • Provides input on disciplinary matters involving assigned staff
  • Manages all recruiting activities including job postings, sourcing, screening, selection, and documentation
  • Advises division leadership regarding hiring requirements, procedures, and federal/state compliance
  • Oversees job postings in LaCareers and ensures timely and accurate PAR approval processing
  • Partners with managers and directors to resolve complex staffing issues and ensure timely hiring decisions
  • Assists in establishing goals and standards for recruitment and placement programs
  • Implements sourcing strategies and behavioral-based selection tools
  • Streamlines and automates hiring, selection, and onboarding processes to improve efficiency and candidate experience
  • Prepares and reconciles vacancy and funding reports, including the BR9B Budgetary Report
  • Audits and ensures accurate and timely updates to LaGov/HCM for all OM-related transactions
  • Coordinates with Financial Services regarding cost allocations and budget reconciliation
  • Provides accurate data and analysis regarding funded and non-funded positions
  • Participates in developing the HR Strategic Plan and documenting section goals and achievements
  • Develops and monitors key performance metrics for OM and staffing programs
  • Identifies and implements automation and process improvement initiatives
  • Evaluates federal and state law changes and their impact on long-term agency planning
  • Creates service strategies and service-level commitments to improve HR responsiveness and quality
  • Develops, revises, and maintains HR policies related to recruitment, placement, career development, drug testing, background checks, record retention, and FTI compliance
  • Ensures policies remain current with state/federal law and agency procedures
  • Provides guidance to management and staff on policy interpretation
  • Conducts special projects for HR leadership
  • Represents the HR Division in meetings, committees, and conferences
  • Provides backup support for other HR functions as needed
  • Performs other duties as assigned
