About The Position

The Human Resources Specialist provides technical support in federal staffing, recruitment, and position management activities. This role supports Government personnel by preparing job analyses, drafting vacancy announcements, and maintaining assessment criteria while ensuring compliance with applicable laws, regulations, and policies. The Specialist utilizes HR systems and tools to support recruitment processes and staffing operations. This position does not make qualification or suitability determinations for applicants, which remain the sole responsibility of Government personnel.

Requirements

  • High school diploma or GED required
  • Minimum of two (2) years of relevant work experience
  • Current OPM Delegated Examining (DE) Certification or ability to obtain within one year of hire
  • Knowledge of federal staffing, recruitment, and position classification principles, laws, and regulations
  • Familiarity with automated HR systems; experience with USA Staffing preferred
  • Ability to learn and effectively use Personnel Tracking Systems (PTS)
  • Strong written and verbal communication skills
  • Ability to analyze information and support HR processes with accuracy and attention to detail
  • Valid U.S. driver’s license required
  • Must pass pre-employment qualifications of Cherokee Federal

Responsibilities

  • Prepare and review position descriptions and job analyses
  • Draft and post vacancy announcements and associated assessments
  • Develop, maintain, and store position assessment criteria and documentation
  • Upload vacancy announcements and manage recruitment documentation in automated systems
  • Assist in gathering and organizing documentation to support Government-led qualification reviews
  • Collect, summarize, and present applicant data, including veteran’s preference information
  • Support audit and closeout activities for staffing cases
  • Utilize HR systems (e.g., USA Staffing, empowHR, NFC, or similar) to process personnel actions, manage timekeeping, and review benefits documentation
  • Maintain accurate records within systems such as Personnel Tracking Systems (PTS) and other HR platforms
  • Provide administrative and technical support related to recruitment and placement activities in compliance with federal guidelines
  • Performs other job-related duties as assigned
