This Human Resources Specialist position is located within Human Capital (HC) Operations, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Receive and resolve cases for an assigned area(s), determines and advises on specific policy interceptions, including TSA's non-Title 5 agency practices and policy. Apply appropriate guidelines and recognizes when circumstances warrant an exception to policy or changes to existing policy. Serves as an HR Specialist in the HC Customer Service Center Division, providing direct assistance at the Tier 2 level or above to a variety of customers on routine issues. Receive and respond to inquiries, requests, and cases for services, received from a variety of customers. Ensure the complete resolution of customer's concerns and inquires. Research and provide accurate and timely information in response to general human resources inquires related to benefits, retirement, personnel actions, recruitment, hiring, position management, payroll, retirement, policy, etc.

Requirements

  • You must possess U.S. Citizenship or be a U.S. National.
  • You must have reached the minimum age (18) at the time of application.
  • You must complete a favorable Background Investigation (BI).
  • Selective Service registration is required.
  • Must be able to meet the requirements for a Secret security clearance.
  • To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Operating in a high-volume environment performing at least 3 of the following functions: reviewing SF-52 Request for Personnel Action forms for accuracy and completeness processing and monitoring SF-52 Request for Personnel Action forms reviewing employee timecards for accuracy and completeness processing and monitoring employee timecards updating new hire and employee records in various electronic systems (e.g., USA Staffing, EmpowHR, RUMBA, EPIC, GovTA); reviewing new hire forms (e.g., SF-61, TSP-3, SF-2823, W4, SF-1199A, SF-144) for accuracy and completeness; responding to inquiries from employees and managers; resolving employee issues related to personnel transaction, payroll or benefits processing; supporting onboarding procedures; preparing reports or interpreting data related to personnel transaction, payroll or benefits activities; understanding HR Information System platforms, functionalities or data reporting tools; or resolving employee data integrity issues for personnel transaction, payroll or benefits functions.
  • OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
  • OR A combination of education and experience.
