About The Position

The Human Resource Officer gathers, compiles, and maintains documents and records required for contract and policy development, investigations and negotiations. The Human Resource Officer’s responsibilities include, but are not limited to, the following functional areas: employee relations, training and development, employee recruitment, benefits, compensation, organizational development, executive administration, employment, payroll time entry, and employee information updates, utilizing the appropriate software when applicable.

Requirements

  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field required.
  • Minimum of three (3) years of progressively responsible professional experience in human resources administration, including employee relations, policy interpretation, and organizational support functions.
  • Demonstrated proficiency in modern office technology, computer hardware, and software applications, including but not limited to Oracle Cloud, Microsoft Office and Microsoft Cloud applications, Google Chrome/Google Cloud applications, AREIS, and other related systems.
  • Strong interpersonal, verbal, and written communication skills, with the ability to effectively convey information, provide guidance, and maintain professional working relationships with employees, leadership, bargaining unit representatives, elected officials, outside agencies, and the public.
  • Working knowledge of applicable federal, state, and local laws, regulations, and guidelines related to human resources administration, employment practices, labor relations, and collective bargaining agreements.
  • Demonstrated ability to independently learn, assess challenges and opportunities, and recommend thoughtful, effective solutions that support operational improvement and organizational goals.
  • Ability to exercise sound independent judgment and discretion in addressing sensitive or complex matters, often under pressure, while maintaining strict confidentiality of records and information.

Nice To Haves

  • Advanced degree and/or relevant professional certification preferred.
  • Public sector and/or labor relations experience preferred.
  • SHRM-CP or SHRM-SCP certification highly preferred.

Responsibilities

  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance including maintaining the Lucas County Auditor’s policies and procedures manual and/or employee handbook.
  • Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Coordinates human resources and payroll functions across all Auditor departments, including the processing and maintenance of personnel and compensation-related updates.
  • Ensures accurate and timely communication of payroll data, including but not limited to expense reimbursements, leave accruals and balances, pay rates and related changes, promotions, and seniority dates.
  • Analyzes workforce trends and organizational data, including reports generated from the County’s HRIS and related systems, to support informed decision-making.
  • Stays current on best practices, regulatory updates, and emerging technologies in human resources, talent management, and employment law, and translates this knowledge into practical recommendations, policy updates, and resource guidance for County leadership.
  • Collaborates with County leadership to support workforce planning and organizational objectives related to staffing, recruitment, retention, and succession planning.
  • Reviews and evaluates office structure to promote efficient and effective operations and ensures position descriptions accurately reflect assigned duties and operational needs.
  • Oversee the administration of the office internship program, including coordination, planning, and ongoing support.
  • Ensures accurate record keeping and maintains compliance with all federal, state and local laws/regulations including collective bargaining unit record keeping and compliance. This includes collective bargaining agreements, memoranda of understanding (MOUs), and documentation of Labor-Management meetings (LMs).
  • Administers employee performance management processes for Bargaining Unit and non-Bargaining Unit employees, including coaching, corrective action, and progressive discipline in accordance with applicable collective bargaining agreements and office policies.
  • Supports and conducts performance evaluations as directed by the Auditor.
  • Assists in conducting initial interviews and gathers information for employee relations matters.
  • Participates in negotiations, grievances, labor-management meetings, and inquiries with collective bargaining units.
  • Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion particularly related to Equal Employment Opportunity (“EEO”) and institutional diversity initiatives.
  • Collects information and data, to assess cost and policy implications of negotiations and conducts surveys, interviews and other research related to human resource policies and reports results to the Auditor.
  • Develops and manages departmental budget.
  • Performs other duties as required.
