Under the general supervision of the Deputy Division Chief for HR Operations (HROPS) and the Team Lead for PeopleSoft Operations and Dual Systems Administration, the HR Officer provides technical and functional support to ensure the effective and reliable operation of Human Capital Management (HCM) systems. The role focuses on supporting PeopleSoft and Workday applications through day-to-day maintenance, troubleshooting, continuous improvement, testing, and user support, in line with established controls, policies, and procedures. The incumbent works closely with HR functional teams, the Information Technology Department (ITD), and other stakeholders to support system operations, resolve issues, implement approved enhancements, and ensure accurate data flows across integrated systems. This position is hands‑on and operational, while also requiring analytical thinking and problem‑solving, with opportunities to develop deeper expertise in HR technology platforms. Major Duties and Responsibilities Provides functional and technical support to business users on PeopleSoft and Workday, serving as a key point of contact for assigned HR technology issues and requests. Analyzes, troubleshoots, and resolves production issues across PeopleSoft and Workday, escalating more complex problems as appropriate, and ensuring timely resolution with a strong customer service orientation. Supports the implementation of configuration changes and system enhancements, applying change management, testing, and documentation standards. Coordinates and performs data maintenance activities, including data loads, audits, corrections, and mass updates, ensuring data accuracy and integrity across systems. Supports and monitors integrations between PeopleSoft, Workday, ServiceNow, and selected third-party or downstream systems, investigating discrepancies, performing testing, and supporting issue resolution. Assists with security administration in PeopleSoft by implementing approved access requests, maintaining role assignments, and supporting periodic access reviews in line with established procedures. Develops, maintains, and continuously improves system and process documentation, including SOPs, job aids, configuration notes, and operational guidance, ensuring materials are clear, current, and usable. Plans and executes testing activities (upgrade, regression, and user acceptance testing), including test design, execution, defect tracking, and validation of fixes. Produces and supports scheduled and ad‑hoc reporting and data extracts, applying judgment to validate results and respond to operational and management needs. Coordinates closely with ITD, functional administrators, and vendors during system releases, patches, and maintenance windows, supporting deployment readiness and post‑implementation stabilization. Contributes to compliance, audit, and control activities by preparing documentation, explaining system processes, and supporting reviews with accuracy. Continuously identifies opportunities to streamline processes, reduce manual effort, improve controls, and enhance user experience, proposing practical solutions that may include configuration changes, improved use of system functionality, automation, or revised procedures. Uses approved AI enabled‑ tools to augment HR systems operations while exercising professional judgment, validating outputs, and strictly adhering to data privacy, confidentiality, and ethical use requirements. Provides technical guidance and day-to-day‑ support to HR Analysts and junior staff, fostering consistency, accountability, knowledge sharing, and strong operational execution. Qualifications Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in Human Resources or a related field; or a university degree, supplemented by a minimum of six (6) years of relevant professional experience, is required; or a minimum of two (2) years of relevant experience at grade A08, or equivalent, is required. Hands-on experience supporting PeopleSoft HCM (preferably Core HCM and Workforce Administration); exposure to Benefits and Absence modules is an advantage. Experience supporting Workday HCM and familiarity with ServiceNow HRSD (HR Service Delivery) processes are desirable. Skills/Knowledge In addition, the successful candidate should possess the following competencies: Advanced functional and technical expertise in PeopleSoft HCM, with strong working knowledge of Workday HCM and the ability to independently support complex operational scenarios. Strong analytical and problem-solving skills, with the ability to assess issues holistically, evaluate risks and impacts, and recommend practical, well-reasoned solutions. Sound judgment and accountability in applying HR policies, system controls, and operational procedures, including knowing when to escalate issues and how to articulate risks and options. Working knowledge of HR systems integrations and data flows, with the ability to identify root causes of discrepancies and support remediation. Demonstrated ability to leverage approved AI and digital tools to enhance efficiency, accuracy, and service delivery, while critically reviewing outputs and ensuring responsible, ethical, and compliant use. Strong collaboration and stakeholder management skills, with the ability to work effectively across HR, ITD, and business users in a complex operational environment. Clear and effective written and verbal communication skills, including the ability to document processes, explain technical issues to non‑technical audiences, and communicate sensitive matters with discretion. Ability to manage multiple priorities independently, meet deadlines, and maintain service quality in a dynamic operational setting. Continuous improvement mindset, with demonstrated initiative in identifying inefficiencies, proposing enhancements, and supporting automation and process optimization efforts. Technical leadership capability, providing guidance, mentoring, and quality oversight to HR Analysts and contributing to a collaborative, high performing team environment. A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
